Why is it that baseball players are denied hall priveges and called cheaters for taking steroids which were not illegal until 2005?

And football players (aka Turtle Taking Roids Merriman)
cheat, make up a lame excuse, and otherwise get suspended, but still get post season consideration, as well as all pro voting...
