You have to be a level 4 faction to drop a stronghold now so you either have to get 40 people (i think) to join or wait until we're level 10 and then pick the Evil class that can infuse and build up the karma that way.

We got lucky with ours in that we were grandfathered in by dropping our stronghold so early.
