A scan attempt is considered an act of war by most players. If your scan is successful, you will know a lot about the player you scanned, including the location of his/her origin planet, number of ships, types of ships (sometimes limited by an SA), etc. That puts the scanned player at a significant disadvantage.

But any experienced player keeps his interceptors at 90, so your scan is likely to fail and he will know who you are.
