If you make this a mandatory tournament to attend to be able to play in the World, then you may as well cancel the World. Teams already have their schedules set. My team scheduled the June 29th weekend months ago. It doesn't seem quite right that because the state didn't make, the teams that signed up for it are SOL. Just my 2 cents.
