I think Ming was a gadget oriented guy. While he had scientists at his disposal (sometimes literally!) he seemed to be interested in science, mostly however as related to weaponry. He supervised, ordered, had ideas and seemed to be the most intelligent guy (?)on Mongo, or so it seemed to me. His subjects were not always bright bulbs, though some(like Officer Torch, eh?) exhibited some smarts. Who knows, maybe Ming's tinkering with things science resulted in his becoming Emperor!?!

Well, in other areas, Ming was certainly a ladies man, but lets not go there. He seemed to know tactics of war, and ways to discipline and give orders.....but the guy was essentially evil. Come to think of it, he was not always the brightest bulb...eg, leaving Zarkov unguarded many times in a lab, or trusting the word of his subjects often without confirmation, and he had other flaws.

Ming always seemed to take a keen interest in what his subject-scientists were doing...especially any kind of gadgetry of evil, weaponry...small or large. Overall though, I'd say Ming was a gadget oriented evil dictator.
