I've had similar thoughts about these issues. Killer Kane really looks like a Hitler knockoff and rather than being just an autocratic monarch, he has a council of of yes-men (generally) who rubberstamp his wishes. Neither Ming nor Azura consulted with a council.

And you're correct that we first hear Ming called "dictator" in the last FG serial from 1940 when Hitler was already wreaking havoc. The writers were trying to play to the sensibilities of the time.
