Some festival queens are contracted, some just can not compete for another fair or festival title. Mrs. Louisiana has different obligations then a festival queen. Why wouldn't a women want to take advantage of both opportunities if she can. It would be very very easy for a dedicated queen to handle both the festival title, as well as the title of Mrs. Louisiana.
