Unless you have other symptoms of underdeveloped secondary sexual characteristics (like absence of testicular/penile enlargement, lack of pubic hair, short stature relative to your parents and siblings...) you shouldn't be worrying too much.

Some people have little or no facial hair but are just as functional as other male.

Some people have little or no facial hair (through genetics) but are just as functional as other males... they can still have normal sex and have kids. I won't worry too much unless you have problem having sex or getting your wife pregnant in the future. Having full-grown beard is not a show of masculinity.
