To tell you the truth, it's a difficult question for the Bible appears incomplete in addressing the matter. That's theology already. However, we can take a glimpse of the answer by hearing Jesus' words about children: "Let the little children come to me and do not hinder them, for the Kingdom of God belongs to such as these." (Mark 10:14). Theirs is the Kingdom of God! Today, the general attitude of Christian theology is that babies will go to heaven. Faith in Christ presupposes knowledge, responsibility, and power to exercise it. Children dying in infancy do not possess these requirements yet. So, they are "innocent."
