Voters to decide on nearly $3B in school spending

Residents will decide whether to spend almost $3 billion on the education of students in Orange, Sullivan and Ulster counties when they go to the polls Tuesday to vote on school budgets and board candidates.

More than $2.5 billion of that amount represents the total proposed spending for fiscal 2019-20 for the regular operating budgets for the 34 school districts in the three counties.

Some school districts in the area are submitting propositions seeking approval to spend another $452,471,170 for everything from capital improvements to new school buses.

The Newburgh school district is seeking approval to spend the largest chunk of that money.

In addition to its proposed annual operating budget of $282,444,842, Newburgh is seeking approval of two capital bonds, $198 million to build a career and technology center at Newburgh Free Academy and make improvements at other buildings, and $59 million for heating, ventilation and air conditioning upgrades.

Also on the district ballot are the $5.24 million Newburgh Free Library budget, and whether it should continue to bus students up to 18 miles outside the district to schools like John S. Burke and Our Lady of Lourdes high schools, at an annual cost of $250,000.

Seven other districts are asking voters to OK capital improvement projects, including Monticello, $85.5 million, and Marlboro, $49 million. Pine Bush is seeking approval of two projects, $44 million for building security and structural issues, and another $9 million to upgrade and repair athletic facilities.

Middletown is proposing a $9.5 million reconstruction of its air conditioning systems.

Goshen, Valley Central and Monticello want to establish capital reserve funds for future projects. Onteora, which already created such a fund, wants to use $6.1 million from it for renovations and repairs.

Goshen, Minisink Valley, Warwick Valley, Monroe-Woodbury and Highland want to upgrade their bus fleets with new vehicles. The latter two purchases also include some vans, and Warwick said its purchase will not cost taxpayers anything.

Polling hours vary, so residents should check with their district for times and locations.
