Dear Speaker Silver

We, the undersigned residents, business owners, community leaders and elected officials in the City of Newburgh, respectfully request your assistance in Newburgh’s home rule request to the New York State legislature for the enactment into law of Senate Bill S08367 and Assembly Bill A11558 known as the “City of Newburgh Fiscal Recovery Act”. The Act will authorize our city to issue bonds for the purpose of liquidating certain deficits and impose standards and requirements for budgetary operations and fiscal management.

The resolution authorizing this home rule request (Resolution 149-2010) was passed unanimously by Newburgh’s City Council. It has been reviewed by the Division of Budget and the State Comptroller’s office. It is endorsed by the governor’s office and Newburgh’s representatives, Senator William Larkin and Assemblyman Frank Skartados.

The passage of the City of Newburgh Recovery Act before this legislative session closes is essential. Please assist us in this critical legislative action that will allow the City of Newburgh to restore its financial integrity.
