They can't control the gangs IN Newburgh. What makes you think they can keep them in Newburgh? It's just a matter of time and Newburgh's blight will bring down the whole area. That's why the surrounding areas have to defend themselves. Newburgh just won't do anything to stop this so the rest of us have to stop Newburgh.
