Unfortunately, the professors who launched
Collaboration Technologies for Organizations Serving the Homeless (CTOSH)
have left for Rutgers - but this site links to many of the orgs. that were part of that network.

The Austin Homeless Task Force is also a good resource - and they offer a plan for ending (compared with managing) chronic homelessness.
