Time Magazine has named it one of the best inventions of 2006. Static! offers a range of industrial products focused to exploring ways of using design to influence individual energy consumption choices. http://www.tii.se/static To scale this idea up to the urban level, consider psychogeography - the "study of the precise laws and specific effects of the geographical environment, consciously organized or not, on the emotions and behavior of individuals." http://en.wikipedia.org/wiki/Psychogeography In other words, it is the exploration (by scientists, artists, and others) of the social and political aspects (including values transmissions) of architecture, space, and/or planning.
