YB DATUK SERI DR. FONG CHAN ONN is the Minister of Human Resources, Malaysia, a post that he held since December 1999. Prior to his current appointment, he served as the Deputy Minister of Education from October 1990 till December 1999.

He is concurrently Vice President of the Malaysian Chinese Association (MCA) - the second largest party in the ruling Barisan Nasional coalition since 1996 and a Member of Parliament for Selandar (renamed Alor Gajah in 2004), Melaka since 1990. His constituency has seen tremendous growth under his tenure. As the Minister of Human Resources, Dr Fong has brought numerous changes to the Ministry, including setting up the Electronic Labour Exchange for job seekers, computerising SOCSO claims and the expanding and upgrading of Industrial Training Institutes. As the Deputy Education Minister, Dr Fong will best be remembered for his efforts in injecting vigour and recognition to Chinese schools. Dr Fong also sits on the National Information Technology Council, the Cabinet Committee on National Competitiveness and the Cabinet Committee on Integrity In Government Management. He is also a member of the Council of the Universiti Tunku Abdul Rahman, set up by the MCA.

Dr Fong also heads the MCA's Economic Policy Bureau (formerly known as the MCA Economic Bureau) and the MCA Kelantan State Liaison Committee. He also sits on the MCA Presidential Council and the MCA Political Bureau. He also actively participates in the MCA's discussions on economic, political, cultural, social and education issues, including the National Economic Consultative Council, the drawing up of the Education Act 1991 and the Universiti Tunku Abdul Rahman Council. He has also spoken on the Party and the community's views on these issues in international forums. Dr Fong has also written several books and published numerous articles in international journals or chapters in books.

Dr Fong received his Doctorate in Operations Research/Industrial Economics and Masters degree in Business Administration from University of Rochester, New York. He obtained a First Class bachelor's degree in Electrical Engineering from University of Canterbury, New Zealand.

Dr Fong began his career in the Civil Service in the Telecommunications Department Kuala Lumpur. He was Dean of the Faculty of Economics & Administration, University of Malaya in 1990. Prior to this, he was the Japan Foundation Fellow, Institute of Development Economies, Tokyo (1979) and a Fulbright Exchange Professor, Stanford University (1980). He is married to Datin Tan Lay Hwa and they have 3 sons.
