FOOD SUPPLIES AND THE JAPANESE OCCUPATION IN SOUTHEAST ASIA: Studies in the Economies of East and South-East Asia. Edited by Paul H. Kratoska. New York: St. Martin's Press. 1998. xvi, 244 pp. (Tables, figures, maps.) US$75.00, cloth. ISBN 03122-1504-05.

ALTHOUGH economic considerations propelled Japan's seizure of Southeast Asia, they were not apparent among occupation policies. These works address this facet of the Japanese empire by examining its most basic aspects.

It seems to Kratoska in his monograph that Japan did not occupy Malaya for economic reasons at all. As the occupation failed entirely to appeal to native populations and disabled Malaya's vibrant export economy, he concludes that Japanese took Malaya primarily for strategic reasons. Malaya's rubber and tin production was greater than Japan's needs, and cut off from international trade, those industries, and by extension the entire economy, languished. Worse, the disruption of trade networks halted the importation of foodstuffs upon which Malayans depended. Japanese responded by rationing and increasing farmland, but that resulted in inflation, a black market and widespread resentment. It eventually led also to malnutrition and disease. For the duration of the war, Malaya quietly stagnated.
