Hi Frieda!
I think Sanibel is set up nicely for your cousin to use the cart. There are paved bike paths all over the island, so I think the cart would travel nicely about the island. Also, if your cousin has a handicap license or rear view mirror hang tag, she can use it in the beach parking lots, and won't have to pay the hourly parking fee. (At least this was the rule when I was there last fall. My mom has a handicap license, so she didn't have to pay the parking. Be sure to check with the police office, and read the signs at the parking lots to be sure its still in effect when you go.)
Sorry to say I don't know much about fishing boats, and have not heard of the place you are staying. With that being said, I really don't think there's a bad place on Sanibel! I have stayed several places, and have loved them all. Most of the people on the island are so friendly and helpful that I am pretty confident you will find what you are looking for as far as a fishing boat goes, or anything else you could want! Have a wonderful trip!
