You should try a prog called paint.net (PDN)
It can be found easily with a quick google search ;)
The prog itself won't "render" (think that's what your getting a bare-bone image) the image but it can easily be achieved using this software.
Check out the pdn forum to find some good plugins that'll make the particular job a little easier...
With pdn you can do many things that PS can do.

Don't get me wrong...
