Filing an appeal in a particular forum depends on the issue. The differences are, arbitration is contractual, and
Civil Service appeals are individual remedies, covered under: MGL chptr 31. In addition, I would start educating myself. Open up your Contract, strart asking questions, and get involved in your Union.
