The Holy One Blessed Be He refuses to tolerate theft,
even when the victims are wicked people [Gezel HaReshaim],
as it is written [in Tanach]:

AND THE EARTH WAS FILLED WITH THEFT [CHAMAS]
(Bereishit, chapter 6, verse 11).

EXPLANATION: The people in the times of Noah were
all wicked [with rare exceptions], but they were
still punished severely for stealing from each other.

MICROBIOGRAPHY: Rabbi Moses ben Jacob of Coucy was
a French Tosafist who studied under Rabbi Yehudah HaChasid.
He was alive in year 1242 of the Common Era when all
Talmud manuscripts in France were confiscated and burned.

Rabbi Yaakov Kamenetzky (born 1891/2/28, died 1986/3/10)
was asked if it is permitted to lie in order to receive
benefits from a government program.

His answer was an emphatic: NO!!
