Is Reading Matrix a good example of refereed journal?

Even being The Reading Matrix an online journal that focuses on the second language acquisition issues, it is possible to be considered a good example of refereed journal. It has al the characteristics of a refereed journal, such as: the articles published on it are peer-reviewed and it is reviewed by scholars in the field.
