27.1.1. In the case of registered competition held outside of Ireland or Great Britain An Coimisiún, at its sole discretion and being satisfied that such a course is desirable and necessary for the promotion of Irish Dancing in the area concerned, may dispense organisers from compliance with a particular Rule or Rules of An Coimisiún.

SPECIAL COMPETITIONS OF CERTAIN OTHER ORGANISATIONS -- An Coimisiún le Rincí Gaelacha, 20:56:57 03/05/07 Mon [1]

26.1.1. An Coimisiún, at its sole discretion and subject to such special conditions as it may consider necessary, may permit registered adjudicators, registered teachers, pupils of registered teachers and Registered Cumainn to participate in certain special dancing competitions organised by national organisations acceptable to An Coimisiún where such competitions form part of the social activities of these organisations or part of schemes for the promotion of Gaelic culture generally, even where those competitions are not run under Rules of An Coimisiún.

FEISEANNA OF CONRADH NA GAEILGE -- An Coimisiún le Rincí Gaelacha, 20:55:47 03/05/07 Mon [1]

25.1.1. In the case of a Feis of Conradh na Gaeilge, that is, a Feis which:
(a) is organised by an affiliated section of the Conradh;
(b) is registered with An Conradh;
(c) has a comprehensive programme covering various sections of Gaelic culture – language, music etc. and of which dancing competitions form only one section: the dancing competitions of that Feis shall be deemed to be registered with An Coimisiún even though such registration may not have been applied for, provided the organisers comply generally with the Rules of An Coimisiún to the extend considered necessary by An Coimisiún. It is expected, however, that organisers of such Feiseanna inform An Coimisiún in good time of the dates of their dancing competitions and furnish copies of their syllabi of dancing competitions.

24.1.1. An Coimisiún in the case of its members and a Regional Dancing Authority in the case of its members, may attend any registered competitions anywhere and members of a Regional dancing Authority may attend registered competitions in their own region to examine and evaluate the standard of organisation of the competitions and furnish reports to An Coimisiún or Regional Dancing Authorities. In the case of such inspections the members concerned shal have free admission to the competitions on production of the appropriate evidence of identification.

23.1.1. Entries received in writing, lists of competitors and adjudicators mark sheets must be retained by the organisers for a period of one year following the date of competitions and , if so requested during that year, furnish them to An Coimisiún or to Regional Dancing Authority. If not so requested the documents may by destroyed at the expiry of one year.

23.2.1. Organisers must send a list of all prizewinners to the Secretary of the Regional Council (or to the Secretary of An Coimisiún if a Regional Dancing Authority is not functioning) within 14 days following the date of the competitions.

23.2.2. Any information sought by An Coimisiún or by the Regional Dancing Authority concerning competitions either before or after they také place must be immediately provided by the organisers.

VENUES AND FACILITIES FOR COMPETITIONS -- An Coimisiún le Rincí Gaelacha, 20:50:19 03/05/07 Mon [1]

22.1.1. Organisers of competitions must:
(a) select a venue for competitions that is suitable as regards appearance, seating and toilet facilities;
(b) arrange, in the case of outdoor competitions, that an alternative indoor venue be available for use in the event at bad weather;
(c) ensure that the stage or platform is suitable for dancing competitions;
(d) see that sufficient quiet is maintained in the hall during the competitions;
(e) appoint only stage stewards who understand the duties involved;
(f) ensure that an adjudicator is seated in a position from which he will have a clear view of the competitors and in which he can perform his work without interference from anyone.

MUSICAL ACCOMPANIMENT -- An Coimisiún le Rincí Gaelacha, 20:49:37 03/05/07 Mon [1]

21.1.1. Organisers must employ as accompanists musicians who have experience of the work and who are capable of playing the music required for every competition or the syllabus to the satisfaction of the adjudicator.

21.1.2. Organisers must not without the prior consent of the Regional Dancing Authority use a record player or tape-recorder to provide musical accompaniment for competitors.

PRIZES -- An Coimisiún le Rincí Gaelacha, 20:47:49 03/05/07 Mon [1]

20.1.1. The minimum number of prizes to be awarded in proportion to the number of entries is as follows:

Number of entries / Minimum Number of Prizes

Five or less / One Prize
Over 5 but under 11 / Two prizes
Over 10 but under 21 / Three prizes
Over 20 but under 41 / Four prizes
Over 40 but under 61 / Five prizes
Over 60 but under 81 / Six prizes
Over 80 but under / Seven prizes
Over 100 Seven prizes plus 1 additional prize for each 20, or part of 20, entries in excess of the first 100 entries.

20.1.2. For the purpose of Rule 20.1.1., in the case of team competitions
(a) a team shall count as one entry;
(b) a team prize (even where a prize is awarded to each team-member) shall count as one prize.

20.1.3. Organisers may award prizes in excess of the minimum numbers stipulated in Rule 20.1.1.

20.2.1. Organisers must award for permanent retention by competitors who qualify for prizes in accordance with Rule 20.1.1. items from the following list:
Cups (metal) Shields
Belts (leather and metal) Plaques
Statuettes
Medals (metal or enamelled metal)

Apart from items on the above list and the certificate referred to in Rule 20.2.2. below, no other type of prize may be awarded without the prior permission of An Coimisiún.

20.2.2. Organisers may, if they so wish, award certificates in addition to the prizes to be awarded in accordance with Rules 20.1.1., 20.1.3. and 20.2.1. and/or also award such certificates to competitors who do not qualify for prizes under those Rules.

20.2.3. Organisers, in addition to prizes awarded for permanent retention by competitors, may also award trophies which shall be for perpetual competition and which shall be left in the winner´s possession only for a period stipulated by the organisers in their subsidiary rules or until their return is requested by the organisers.

20.3.1. Prizes must be of a standard considered reasonable by An Coimisiún and/or the Regional Dancing Authority and organisers must furnish specimens of their prizes for scrutiny by An Coimisiún or the Regional Dancing Authority if so requested, as well as proof of the cost.

20.3.2. Organisers must not award a first prize for permanent retention by the winner the Cost of which is not at least twice the amount of the entry fee charged and must nor award any other prize in accordance with Rule 20.1.1. the cost of which is not at least equal to the entry fee charged.

20.4.1. Prizes must be presented on teh day of compettition except where An Coimisiún or the Regional Authority otherwise permits or where an objection is lodged in accordance with the Rules of An Coimisiún or in the case of the exception permitted in Rule 20.4.2. below.

20.4.2. Where a perpetual trophy is awarded in accordance with Rule 20.2.3. above, organisers may retain the prize due to the winner for his permanent retention until the perpetual trophy is returned to the organisers.

ORDER OF RUNNING AND CANCELLATION OF COMPETITIONS -- An Coimisiún le Rincí Gaelacha, 20:43:41 03/05/07 Mon [1]

19.1.1. Organisers must prepare timetables of their competitions and send copies to teachers who have submitted entries or whom the organisers consider likely to submit entries.

19.1.2. Timetables must be provided in good time prior to the dates of competitions and must show the scheduled time of commencement of each competition or at least the time of commencement of the different age-groups included in the syllabus.

19.1.3. Organisers must send copies of timetables as soon as they are available to the Secretary of An Coimisiún and to the Regional Dancing Authority unless timetables have already been furnished in conjunction with the syllabus.

19.2.1. Organisers may, if they so wish, cancel a solo, two-hand or three-hand competition in Bun-ghrád or Meán-ghrád in which there is not at least four entries. Where such competitions are held, i.e. of four competitors or less, a Regional dance Authority, or An Coimisiún in its absence, may authorise the winner to compete again in any competition for that particular dance in the same grade.

19.2.2. Organisers may not cancel a zteam competition (other than a two-hand or three-hand competition) in which at least two teams are entered.

ADJUDICATION AND RESULTS -- An Coimisiún le Rincí Gaelacha, 20:42:16 03/05/07 Mon [1]

18.1.1. Organisers may appoint to judge a registered competition only a person currently registered with An Coimisiún as Adjudicator (ADCRG).

18.1.2. Organisers must not require an adjudicator of a solo competition, nor shall an adjudicator be permitted, to judge more than three competitors dancing simultaneously.

18.2.1. In the case of competition judged by three or more adjudicators the organisers must
(a) determine the overall result by implementing the official points systém of An Coimisiún;
(b) inform the audience of the individual result of each adjudicator and, unless An Coimisiún otherwise authorises, show the audience or put on display the calculations involved in arriving at the overall result.

18.3.1. Organisers must announce the result of a competition immediately on its conclusion, or, if that is impracticable for any good reason, immediately following the next competition, except in the case of the exception permitted by Rule 18.3.2.

18.3.2. Where competitions in the same age-group and in the same grade are run immediately following each other, organisers may withhold the result of those and announce them together as soon as that particular group of competitions has been completed.

18.3.3. Organisers, when announcing the result of competitions, must (a) in the case of solo competitions, give the competitor´s number, name and school of dancing and (b) in the case of team competitions, the number of the team and the name of the school of dancing or of the Cumann.

18.4.1. Organisers must not keep a competition open for competitors who do not attend in time.

ACCEPTANCE OF ENTRIES -- An Coimisiún le Rincí Gaelacha, 20:39:13 03/05/07 Mon [1]

17.1.1. Entries for solo competitions must not be accepted other than thoase of pupils taught by persons currently registered with An Coimisiún as Dancing Teachers (TCRG), Temporary Teachers or Fómhúinteoirí (Associate Teachers).

17.1.2. Entries for team competitions must not be accepted other than from persons currently registered with An Coimisiún as Dancing Teachers (TCRG). Temporary Teachers, Teamdancing Teachers (TMRF) or Fómhúinteoirí apart from the exception provided for in Rule 17.1.3. below.

17.1.3. Entries for team competitions for teams of four or more dancers and having a minimum age limit of 16 years may be accepted from Cumainn currently registered with An Coimisiún even where such teams are not taught by registered teachers, but in such cases all team members must be over the age of 16 years and be registered with An Coimisiún.

17.1.4. A pupil must not be entered for any registered competition where the pupil is currently under suspension from competitions because of the transfer rule or any other rule of the organisation except in exceptional circumstances.

17.2.1. Unless An Coimisiún or the Regional Authority otherwise permits, organisers may not accept entries not sanctioned by the competitors´ teachers or, in the case of an entry under rule 17.1.3. or by an authorised officer of the Cumann. Competition organisers at their own discretion may require that entries be in writing and signed by the teacher. An Coimisiún may also direct accordingly in particular cases.

CHAMPIONSHIPS AND PREMIER COMPETITIONS -- An Coimisiún le Rincí Gaelacha, 20:37:42 03/05/07 Mon [1]

16.1.1. A competition may be entitled a „championship“ only where it is an Ard-Ghrád competition and
(a) is judged by at least three adjudicators
(b) has a maximum age limit of eight years or older
(c) has the overall result of the adjudicators determined by the current official systém of An Coimisiún
(d) competitors, in the case of a stepdancing competition, are required to perform at least two dances, one of which must be a „heavy“ dance and another a „light“ dance.

16.2.1. The title „Príomhchomórtas“ (or Premier Competition) may be ascribed to a competition in any grade judged by one adjudicator, where the following conditions apply:
(a) Two dances to be performed by each competitor;
(b) In a Príomhchomórtas with an upper age limit greater than eight years the dances must consist o¨f a light and a heavy dance i.e.,
**(1) Reel. Slip Jig or Single Jig
**(2) Heavy Jig, Hornpipe or Set Dance;
(c) In a Príomhchomórtas with an upper age limit of eight years or less the Compulsory dances must consist of either:
**(1) those stipulated for the older age groups and set out in (b) above or
** (2) In the case of Bun-Ghrád only, two light dances, i.e. reel, light jig, slip jig or single jig.

16.2.2. Competition organisers must clearly specify in their syllabi whether the compulsory dances for a príomhchomórtas is Bun-ghrád shall consist of either:
(a) light and heavy as set out above or (b) two light dances. A choice between (a) and (b) must not be allowed in the same Príomhchomórtas. This also ensures that light and heavy jigs will not be performed in the same competition.

16.3.1. Competition organisers must decide and clearly indicate in their syllabi (subject to rules 16.1.1. and 16.2.1.) in the case of any Championship or príomhchomórtas whether:
(a) the same two dances must be performed by all competitors e.g. „Reel and Heavy Jig“; Slip Jig and Set Dance etc. or
(b) whether competitors will have a personal choice of light and heavy dances from those listed in rule 16.2.1.

16.3.2. In Bun-Ghrád and Tús-Ghrád a competitor may not perform in a Príomhchomórtas a dance for which he or she has previously won first place. As well, where a dancer wins a Príomhchomórtas in a particular grade he or she shall, for grading purposes be regarded as a prizewinner for each of/both the dances performed in the Príomhchomórtas.

16.4.1. An Coimisiún may permit special arrangements for World, National and Regional Championships that may not be in accordance with the Rules 16.1.1. to 16.3.1.

16.5.1. The quality of prizes awarded in craobhchomórtais or príomhchomórtais (Championships or Premier Competitions) must be higher than for ordinary competititons on the syllabus.

Grades -- An Coimisiún le Rincí Gaelacha, 20:33:02 03/05/07 Mon [1]

11.1.1. The grades normally recognised and permitted by An Coimisiún are:
(a)Bun-ghrád („Beginners“)
(b) Tús-ghrád („Primary“)
(c) Meán-ghrád („Intermediate“)
(d) Ard-ghrád („Open“) but in countries outside of Ireland and Britain where grades other than those above are normally used, An Coimisiún may permit this practice to continue.

BUN-GHRÁD
12.1.1. Every Bun-ghrád competition shal be confined to competitors who have never previously won first place,
(a) for the dance specified for that competititon in any other registered competition in any other grade or under any age limit, or,
(b) in any solo competition designated a Championship (as defined in Rule 16.1.1. below) or a „Príomhchomórtas“ (as defined in Rule 16.2.1. below) except where a competitor has been regarded as a Bun-ghrád dancer in accordance with the provision of Rule 12.1.2.

12.1.2. Where a dancer has won first place in any of the competitions referred to at (a) or (b) in Rule 11.1.1. above and thereafter has failed to win first place in any registered solo competition in any grade, the teacher of that dancer, when a period of not less than two years has elapsed since the dancer has last won a first place in any registered solo competition, may apply to regional Dance Authority (Or to An Coimisiún in the absence of a functioning Authority in the Region) to have the dancer regarded as a „Bun-ghrád dancer“ with eligibility to compete in any dance in that grade for which he is eligible as regards age and place of residence. The Authority or An Coimisiún, having considered the competitive career of the dancer may authorise or refuse the regrading or may postpone a decision on the application for a period to be decided by the Authority or by An Coimisiún.

12.2.1. A Bun-ghrád competition must normally be confined to the Region, or part of the Region in which it is held. However in the case of competititons adjacent to the border between Regions entries may be accepted from both Regions, or part of both Regions, with the agreement of both Regional Authorities concerned or with the special permission of An Coimisiún.

12.3.1. Organisers may not specify more thjan one dance for any competition in the Bun-ghrád, i.e., there shall not be a choice of dances except in the case of a Príomhchomórtas (Premier Competition).

TÚS-GHRÁD
13.1.1. Every Tús-ghrád competition shal be confined to competitors who have never previously won first place
(a) for the dance specified for that competition in any other registered competition in any other grade or under any age limit other than in Bun-ghrád or
(b) in any solo competititon designated a „Championship“ (as defined in Rule 16.1.1. below) or a Príomhchomórtas“ (as defined in Rule 16.2.1. below) except where a competitor has been regarded as a Bún-ghrád dancer in accordance with the provisions of Rule 13.1.2.

13.1.2. Where a dancer has won first place in any of the competitions referred to at (a) or (b) in Rule 13.1.1. above and thereafter has failed to win first place in any registered solo competition in any grade, the teacher of that dancer , when a period of not less than two years has elapsed since the dancer has last won a first place in any registered solo compitition, may apply to the Regional Authority (Or to An Coimisiún in the absence of a functioning Authority in the Region) to have the dancer regarded as a „Bun-ghrád dancer“ with eligibility to compete in any dance in that grade for which he is eligible as regards age and place of residence. The Authority or An Coimisiún, having considered the competitive career of the dancer may authorise or refuse the regrading or may postpone a decision on the application for a period to be decided by the Authority or by An Coimisiún.

13.2.1. A Tús-ghrád competition must normally be confined to the Region, or the part of the region, in which it is held. However, in the case of competitions adjacent to the border between Regions entries may be accepted from both Regions with the agreement of both Regional Authorities or with the special permission od An Coimisiún.

13.3.1. Organisers may not specify more than one dance for any competition in teh Tús-ghrád, i.e., there shall not be a choice of dances except in the case of a Príomhchomórtas (Premier Competititon).

MEÁN-GHRÁD
14.1.1. Every Meán-ghrád competition must be confined to competitors who have never previously won first place under the upper age-limit specified for the competition (or under a higher age-limit) outside of Bun-ghrád and Tús-ghrád in
(a) a registered competition for the dance specified for the competition or
(b) any competition designated a „Championship“ as defined in Rule 16.1.1. or a Premier Competition“ as defined in Rule 16.1.2. except where the dancer has been regraded in accordance with Rule 14.1.2. or where the competition won is one to which Rule 11.2.1. applies.

14.1.2. Where a dancer has won first place in any of the competitions referred to at (a) or (b) in Rule 12.1.1. above and thereafter has failed to win first place in any solo competition in the Meán-ghrád or Ard-ghrád the teacher of that dancer, when a period of not less than two years has elapsed since the dancer has last won a first place in any registered solo competition in Meán-ghrád or Ard-ghrád may apply to the Regional Dance Authority (or to An Coimisiún in the absence of a functioning Authority in the Region) to have the dancer regraded as a „Meán-ghrád dancer“ with eligibility to compete in any competition in that grade for which he is qualified as regards age and place of residence. The Regional Authority or An Coimisiún, having considered the competitive career of the dancer, may authorise or refuse the regrading or may postpone a decision on the application for a period to be decided by the Authority or by An Coimisiún.

14.2.1. A Meán-ghrád competititon must normally be confined to the Region, or the part of Region, in which it is held. However, in the case of competitions adjacent to the border between Regions entries may be accepted from both Regions with the agreement of both Regional Authorities or with the special permission of An Coimisiún.

14.3.1. Organisers may not specify more than one dance for any competititon in the Meán-ghrád, i.e., there shall not be a choice of dances except in the case of Priomchomórtais (Premier Competitions).

ARD-GHRÁD
15.1.1. An Ard-ghrád competition shal be open to any dancer who satisfiies all the following qualifying conditions:
(a) is a pupil of a registered teacher (in the case of solo competitions);
(b) is a pupil of registered teacher or is over the age of 16 years and a member of a Registered Cumann (in the case of team competitions);
(c) is qualified to compete as regards age and place of residence;
(d) is not suspended from competitions under any Rule or by a decision of An Coimisiún or of a Regional Authority
(e) is entered with permission of his teacher or Cumann.

CONFINEMENT OF COMPETITIONS ON BASIS OF AREA OF RESIDENCE -- An Coimisiún le Rincí Gaelacha, 20:28:57 03/05/07 Mon [1]

10.1.1. In the confinement of a competition on an area basic the area of confinement must be a specific geographic area, for example, a city, county or Region, or an area within a specified radius of the venue of the competititon.

10.2.1. Where a competititon is confined on area basis the normal place of residence of a competitor and not the place of residence of his teacher nor the venue of the class attended shall determine of competitor´s eligibility to compete.

10.2.2. Where a dancer is a student who, for the purposes of full-time education, resides during school or university term elsewhere rather than in the normal place or residence of his parents or legal guardians, then the normal place of residence of his parents or legal guardians shall be regarded as the normal place of residence of the dancer for the purpose of competing in registered dancing competititons unless An Coimisiún shall authorise otherwise in accordance with the provisions of Rule 10.2.3. below.

10.2.2. In the case of a dancer of the category referred to in Rule 10.2.2. above the permission of An Coimisiún may be sought to have the place of residence of the dancer for the purpose of full-time education regarded as his normal place of residence for the purpose of competing in registered dancing competititons. Normally such permission should be sought before 1st October and, should the required permission be given, the concession will expire on the following 30th June. The grant or refusal of such permission shall be at the sole discretion of An Coimisiún.

10.3.1. No Rule pf An Coimisiún, or absence of an appropriate Rule, shall operate to enable any dancer to také part in more than one Regional qualifying competition for the same Oireachtas Rince na Cruinne.

AGE LIMITS -- An Coimisiún le Rincí Gaelacha, 20:27:21 03/05/07 Mon [1]

9.1.1. In the case of all solo and team competitions in all grades, the age of a competitor on the 1st January of the year in which the competition is held will determine the right of entry. For the purposes of this Rule a competitor whose birthday occurs on 1st January shall be deemed to be under the age attained on that date.

9.2.1. Where any syllabus of competitions include more than one solo competition for the same dance in the same grade and confined or open to the same area, a minimum age limit (except in the case of the competition for the youngest age group) and a maximum age limit (except in the case of the competitions for the highest age group) must be specified for each competition so that no dancer will be eligible to compete in more than one competition for the same dance in the same grade and confined or open to the same area. Similarly, in the case of competitions which are Championships or Premier Competitions as defined in Rules 16.1.1. and 16.2.1. respectively, and in which the same dances are required for more than one Championship or Prime Competition minimum and maximum age limits must be specified as appropriate.

9.3.1. Where in the case of a team competition a minimum age limit is stipulated a teacher, or in the case of a Registered Cumann. the team director, may include in a team dancers who are under the stipulated age limit provided the number of such dancers does not comprise more than 25% of the full team and that the competition organisers are informed accordingly prior to the competition. This percentage may not be exceeded without the prior consent of the Competition organisers. Special conditions shall apply in the case of World, National and Regional Championships.

8.1.1. Apart from confining competitions to pupils of registered teachers and registered clubs, organisers must not, unless the special permission of An Coimisiún is obtained in advance, confine competitions other than as follows:

(a) on an age basis;

(b) on the basis of area of residence;

(c) on the basis of grades permitted by An Coimisiún.

SYLLABI OF COMPETITIONS -- An Coimisiún le Rincí Gaelacha 2006, 20:24:26 03/05/07 Mon [1]

7.1.1 Organisers must implement any amendment to a programme of competitions, subsidiary rules, conditions of entry or entry fees that An Coimisiún shall direct.

7.1.2 No person may amend a programme of competitions, subsidiary rules or conditions of entry or may increase entry fees following their sanction by An Coimisiún unless the authorisation of An Coimisiún for such amendment is obtained in advance.

7.2.1 At least 10% of the competitions on a syllabus must be Céilí dancing competititons to be performed in accordance with „Ar Rinncidhe Foirne“.

7.2.2 In the case of a team competition all dances must be performed in accordance with „Ar Rinncidhe Foirne“ unless the syllabus indicates otherwise.

7.3.1 Organisers must make provision for senior dancers by including on every syllabus both solo and team competitions with a minimum age limit of not less than 16 years.

7.4.1 The phrase „Cláraithe leis an Choimisiún le Rincí Gaelacha“ must be inserted in a prominent position in every syllabus od competitions (to indicate that the competititons are registered with An Coimisiún). The phrase must be inserted in full – the use of abbreviations such as initials will not suffice for this purpose.

7.4.2 In the case of competitions in Ireland at least the title(s) of the dance or dances for each competition on the syllabus must be in Irish. It is strongly recommended, however, that syllabi be entirely in Irish.

7.5.1 Organiser must insert on the syllabus the name or names of the adjudicator or adjudicators engaged to
judge.

7.6.1 A syllabus of competitions must not be published or distributed until the Certificate of Registration has been received from An Coimisiún.

7.6.2 In the case of competitions open to a Region, or to an area greater than a Region, the organisers must send a copy of syllabus to every registered teacher in at least the Region in which the competititons are being held, in adequate time to permit entries to be made.

7.6.3 In the case of competititons confined to a specified area within a Region, the organisers must send a copy of the syllabus to every registered teacher in at least the area to which the competitions are confined in adequate timed to permit entries to be made.

7.6.4 Organisers must send one copy of the syllabus as published to the Secretary of An Coimisiún immediately copies are available.

7.6.5 Organisers must confine Bun-ghrád (Beginners) Tús-ghrád (Primary Grade) and Meán-ghrád (Non-
Prizewinners) competitions in accordance with Rules 12.1.1., 13.1.1. and 14.1.1. below.

6.1.1 Dancing competitions must normally be registered with An Coimisiún before

(a) a person currently registered with An Coimisiún as an Adjudicator (ADCRG) may officiate as judge and

(b) a person currently registered with An Coimisiún as a Dancing Teacher of any category my enter pupils.

6.1.2 In order that competitions may be registered, organisers must make application to An Coimisiún accordingly and be prepared to comply with certain conditions relating to, inter alia,

(a) content, preparation and distribution of the programme of competitions;

(b) systém and standard of organisation of the competitions;

(c) type, quantity and quality of prizes to be awarded;

(d) provision of information to An Coimisiún in regard to the competitions.

The systém of registration of competitions and the Rules which must be complied with by competition

Organisers are set out in Rules 6.2.1 to 24.1.1 below.

6.2.1 Application for the registration of competitions must be made by the organisers in such manner as An Coimisiún may from time to time direct.

6.2.2 An Coimisiún may issue guidelines as required which shall be binding on the persons or groups
Concerned. These guidelines may relate to

(a) The systém of registration of competitions;

(b) the fees payable for registration of competitions;

(c) the level of difficulty of steps permitted in lower-grade competititons;

(d) types of steps not permitted in any grade or dance or not allowed in certain grades and dances;

(e) music speeds permitted;

(f) competitions which must be included in all competition syllabi;

(g) types of footwear permitted or forbidden;

(h) types of costume and ornamentation allowed or forbidden;

(i) movements in céilí dances and how they may be performed in competitions;

(j) any other matter or aspect An Coimisiún may consider desirable.

6.2.3 The application for registration must be accompanied by

(a) a draft programme of the competitions;

(b) a draft of the subsidiary rules and the conditions of entry the organisers wish to implement;

(c) a schedule of the entry fees to be paid by competitors;

(d) the registration fee decided by An Coimisiún. Where an application for registration is rejected this fee will be refunded.

6.3.1 An Coimisiún or its representatives shall certify that competitions are registered by the issue of a
Certificate or Registration, which Certificate must be publicly displayed in the venus of competitions.

6.4.1 An Coimisiún or its representatives shall have authority to refuse any application for registration of competitions or, where such registration has already been granted, to cancel it at any time.

An adjudicator must not judge a competition in which competitors include; -

5.3.1 His/her son, daughter, niece, nephew or first cousin either as a solo or team dancer:

5.3.2 A dancer or a team taught by the adjudicator's husband/wife, son/daughter, father/mother, brother/sister, mother-inlaw/ father-in-law, brother-in-law/sister-in-law, or by a person acting on behalf of any of the relatives listed.

5.3.3 Any dancer (solo/team) who the adjudicator, or a person acting on his/her behalf, has in the previous two years taught or coached (either in person or by video or other means) other than a workshop open to all classes and
organized by An Coimisiún or by one of its subsidiary bodies. (see Rules 5.2.1 to 5.2.3)

5.3.4 Pupils (solo/teams) of a teacher who either himself/herself or a person acting on his/her behalf, has in the previous two years taught or coached (either in person or by video or other means) pupils, either solo dancers/teams of the adjudicator.

5.3.5 Pupils of a class whose members the adjudicator has in the previous two years assessed (either in person or by
video) other than at an official Dancer's Certificate examination of An Coimisiún.

5.3.6 Any dancer (solo/team) who the adjudicator himself/herself has taught in the previous two years. This is to include all dancers who are no longer being taught by the adjudicator for whatever reason. However, any child who has transferred from the class of the adjudicator, and been subject to the 6 month suspension period is exempt from the above ruling, as in the interest of the child under the laws of natural justice a child is not subject to two separate rules running consecutively.

5.3.7 Any dancer (solo/team) whose teacher has in the previous two years assessed (either in person or by video) pupils of the adjudicator other than at an official Dancer's Certificate examination of An Coimisiún.

5.3.8 Any pupil of a school where the adjudicator forms part of a partnership, regardless of whether or not the
adjudicator has at any time provided tuition to that dancer.

5.3.9 Any pupil of a dance class attended by the adjudicator's son/daughter while he/she is attending that class or for two years after the son/daughter has left the said class.

5.1 Judging at registered competitions

5.1.1. Only an ADCRG currently registered with An Coimisiún may adjudicate at a registered competition.
5.1.2. A registered ADCRG may not adjudicate at a competition, which is not registered with An Coimisiún, except where An Coimisiún has given express permission for this to happen.
•An ADCRG,
•Examiner,
•TMRF,
•TCRG,
•a person granted ASSOCIATED, CONDITIONAL or TEMPORARY registration,
•any other member of An Coimisiún or Regional Council,
•or a dancer of a registered dancing school,
may not adjudicate, officiate, and give advice or guidance in any capacity to any other dancing organisation. This will include teacher and adjudicator exams, grade exams and workshops. A breach of this Rule will render a person liable to disciplinary action. Certain competitions recognized by An Coimisiún, e.g. Sc? r, are exempt from the provisions of this Rule.

5.1.3. An Coimisiún may grant derogation from 5.1.2.above where an application has been made, and approved by An
Coimisiún, for the holding of an Open Platform event, i.e. an event where the pupils of teachers registered with one or more organizations other than An Coimisiún will also be allowed to take part. Any such permission would be renewable on an annual basis.

5.2 Workshop Rule/Dance Camps

5.2.1 An adjudicator, must not judge a competition which includes any dancer (solo/team) who the adjudicator, (or a person acting on his/her behalf), has in the previous two years taught or coached (either in person or by video or other means).

(See restrictions on adjudicating below Rules 5.3.1 to 5.3.9)

5.2.2 Where a workshop is conducted by a registered ADCRG for another registered ADCRG or TCRG, the Rules
pertaining to workshops will apply to both parties (See Rules 5.2. and 5.3)

5.2.3 A workshop open to all classes and organized by An Coimisiún, or by one of its subsidiary bodies, is exempt from this Rule.

5.2.4 Where a child has transferred from the class of the adjudicator and been subject to the 6-month suspension period then he/she is exempt from this ruling as, in the interest of natural justice, a child is not subject to two separate rules running consecutively.

5.2.5 Only An Coimisiún, or one of its constituent bodies, e.g. a Regional Council, a region of the IDTANA, AIDA,
TIDANZ, or another regional organization approved by An Coimisiún, may formally designate a workshop as an
"Open Workshop", and grant an exemption to the person conducting the workshop.

5.2.6 Exemptions from the Workshop Rules are reserved for workshops formally designated "Open Workshops" as defined in 5.2.5 above. Workshops/dance camps organized on a commercial/leisure basis may not be regarded as "Open Workshops", and are excluded from any such exemption.

4.4.1 Costumes must consist of a full front and back section i.e. cut away styles, are not acceptable.

4.4.2 Materials must be of an equivalent weight to that used in the more traditional costumes e.g. dress velvet, trevira, gabardine, wool-mix etc.

4.4.3 Skirt length – the maximum skirt length is not more than four inches above the knee level. It is hoped that the
introduction of this rule will prevent the excessively short lengths recently witnessed.

4.4.4 Neck lines must be of collar-bone level or above. This does not preclude the use of alternative fabrics e.g. lace, as an inset.

4.4.5 Where chiffon or lace material is used as sleeves, the sleeves must start at the shoulder line and end at the cuff.

4.4.6 Appropriate underwear must be worn. Where tights are worn they must be of a denier of not less than 70.

4.4.7 Dance-drama costumes must be in keeping with the theme of the story portrayed and conform with the rules above for solo and tea m competitions in the areas of fabric, hem, and neck lines.

4.2 Composition and Dimensions of Dancing Shoes -- An Coimisiún le Rincí Gaelacha 2006, 19:52:10 03/05/07 Mon [1]

4.2.1 The heel and its "top piece" must consist only of leather, leather composite, plastic or fiberglass, or a combination of these materials.

4.2.2 The heel and its top piece must not contain any metal components or attachments other than nails or screws to attach the heel to the shoe or the top piece to the heel.

4.2.3 Where nails are used to attach the top piece to the heel they must not exceed 25% of the total surface area of the top piece.

4.2.4 The maximum permissible height of a heel from the surface of the top piece to the point where the heel joins the upper of the shoe is 1.5 inches. (This height includes both heel and top piece and is measured to the back of the upper of the shoe).

4.2.5 A certain amount of tapering from where the heel joins the upper of the shoe to where it joins the top piece is permissible (i.e. the heel may be broader at the top then at the bottom) but such tapering must be at a constant angle, i.e. the side of the heel must not be curved and no protrusions from the side or back of the heel is allowed.

4.2.6 It is possible, indeed probable, that in the future new construction techniques for shoes will evolve and/or new materials become available which will require a review of these directives. However, at no time in the future should new materials other than those listed above be used in shoes, or any divergence from these directives be introduced without prior authorization being sought from An Coimisiún.

3.4 Joint Dancing Schools -- An Coimisiún le Rincí Gaelacha 2006, 19:43:21 03/05/07 Mon [1]

3.4.1. For the purpose of these rules a joint dancing school is a school in which two or more registered teachers are teaching.

The rules apply to all members of classes taught by any teacher in the class, and are not restricted to the pupils taught jointly.

3.4.2 Registered teachers forming a joint school are expected to register as such, by notifying An Coimisiún and the Regional Council or appropriate body and supplying the following information.
(a) Names of registered teachers in the establishment
(b) Date of establishment of the joint school
(c) Title of the joint school
(d) The registered teacher/s who will be teaching pupils of the joint school.

3.4.3 Where a new teacher joins an established school, or where two new schools amalgamate as a joint school, pupils of the school/s, if they are not satisfied with the arrangements, may without penalty transfer to any registered teacher of their choice.

3.4.4 Dancers (parents/guardians) will be allowed one opportunity within a one-month period from the date of notification to An Coimisiún (Regional Council) in which to make their choice, to remain in the newly formed school or move to another registered teacher. The notification must be in writing to An Coimisiún (or other organization acting on behalf of) and to the pupils/parents of the class/s. (see Rule 3.1.9)

3.4.5 Where registered teachers already involved in a joint school take another registered teacher into the school, this will be recognized as a basic change to the dancing school and pupils will have the same transfer rights as above. The pupils must be advised in writing and notification sent to An Coimisiún (Regional Council or appropriate body)(see Rule 3.1.8).

3.4.6 Where two or more registered teachers are teaching a joint school and one or more of them decides to leave the class and terminate the relationship, the pupils of the school may:
(a) Leave/remain with any of the registered teachers previously in the joint school
(b) Move to another registere d teacher.
The pupils will in this event be given one option within a one-month period in which to choose their preferred option.
The one-month period will start from the date of written notification, which will be given to them and copied to An Coimisiún or appropriate body (see Rule 3.1.9).

N.B. If a pupil leaves the class of one registered teacher and goes to the class of another registered teacher, and later returns to the class of the original teacher, the Transfer Rule (6 months) applies as this is considered to be two moves.

3.3.1 A registered teacher must attend and teach his/her class on a regular basis.

3.3.2 Unregistered teachers/pupils may only teach in such classes in the presence of the registered teacher;

3.3.4 Dancers/pupils who teach independently, or in contravention of this decision, are not entitled to compete at registered competitions, which include Regional and National Oireachtaisí, as well as Oireachtas Rince na Cruinne.

N.B. The following points should clarify the situation:

(a) There is no rule of An Coimisiún which permits a registered teacher to attend a class on a monthly basis and have someone else teach the class on his or her behalf between such intermittent attendances by the registered teacher;

(b) Only teachers who have sought and received permission to teach in areas where no other teacher exists are exempt
from the above. Permission if granted is for the duration of one registration year only and must be reapplied for
annually.

3.2 Inclusion of dancers resident outside of the region in ceilí and figure dancing teams. The regulations relating to the above are as follows: -

3.2.1. Where a team is comprised of dancers resident in more than one region the team must dance in the region in which the majority of the team resides.

3.2.2. where a team consists of equal numbers of dancers from two different regions the team shall dance in the region of the teacher's choice.

3.2.3. The above concessions can be availed of only where it is required in order to make up a team which otherwise would not be able to compete i.e. the concession must not be used by a teacher in order to maximize his/her entry. This in effect means not more than one team from the same school can include out-of-region dancers in the same competition.

3.2.4. The concession outlined above cannot be utilized by a teacher in order to permit a dancer to compete in céilí or figure dance competition in the same age group in two different regions.

3.2.5. Non -championship céilí competitions at a Regional Oireachtas must be confined entirely to dancers resident in the region – the aforementioned concessions apply to team championship events only.

3.2.6. Dancers from another province may be utilized by a teacher only when he/she has included in their team all suitable dancers from their class who are resident in the region.

3. Rules for Dancing Classes ***** 3.1 Transfer of Pupil Rules -- An Coimisiún le Rincí Gaelacha 2006, 19:35:17 03/05/07 Mon [1]

3.1 Transfer of Pupil Rules

3.1.1 In these Rules "Registered Teacher" means a person currently registered with An Coimisiún as a teacher. "The appropriate authority" means the Regional Council or, in a region without a Council, the committee, sub-committee, association, person or persons delegated by An Coimisiún to administer the Transfer Rules in the region.

3.1.2 When a new pupil joins a registered teacher's class and he/she has been the pupil of another registered teacher within the previous year the Secretary of the dancing authority of the Region in which the pupil resides must be informed by the new teacher in writing.

3.1.3 Where there is no Regional Council the notification must be sent either to An Coimisiun itself or to the authority (see Rule3.1.1)appointed by An Coimisiún to deal with transfers in the region.

3.1.4 Where a pupil, formerly the pupil of a registered teacher, joins the class of another registered teacher, the new teacher must not enter that pupil in any registered comp etition until six months following the date on which notification of the pupil joining the
new class is received in writing by the Regional Council or other appropriate authority unless the pupil is allowed to compete by reason of Rules 3.1.5 or 3.1.6 below.

3.1.5 A pupil should not be withheld from competition where the change of teacher occurs because of: -
(a) Death of former teacher.
(b) Retirement of former teacher.
(c) Failure of former teacher to re-register with An Coimisiún.
(d) Significant change of place of normal residence of the pupil – travel, time, and expense should be given due
consideration.
(e) Closure of the teacher's class normally attended by the pupil and where that teacher has not another class within a reasonable distance of the pupil's home.
(f) Any other circumstance in which the Council or other appropriate authority considers it would be unfair or
contrary to natural justice to insist that the pupil be withheld from competition.

3.1.6 A pupil should not be withheld from competition on joining a new class where a period of at least one year has elapsed from the date on which the former teacher was informed of the intentions of the pupil ceasing to be a member of the class.

3.1.7 Where a Bun grad/Beginner dancer is one month or less in a class the Transfer rule (6 months) does not apply.

3.1.8 A transfer cannot be recognized unless a child attends the class of a new teacher. A private session with the individual pupil only will not constitute attending a class.

3.1.9 A pupil is not subject to the Transfer Rule (6 months) where there is a change of status within the class i.e. where a new or another teacher commences teaching under the name of that school, or where a teacher leaves a school. In this situation, the pupil will have ONE opportunity within a one-month period to decide on their choice of dancing school. His/her teacher will inform the pupil of this in writing and a copy of the letter will be sent to An Coimisiún or other relevant authority.

N.B.If a pupil leaves the class of one registered teacher, and goes to the class of another registered teacher, and later returns to the class of the original teacher, the Transfer Rule (6 months) applies, as this is considered to be two moves.

3.1.10 Where a pupil is asked to leave a dancing school by the teacher, for whatever reason, that dancer will serve the 6 months restyling period with a new registered teacher, unless Rule 3.1.6 applies (i.e. that the dancer is already out of dancing for one year).

3.1.11 Where a pupil leaves the class of a registered teacher, & joins the class of an Irish Dancing teacher not registered with An Coimisiún, and later returns to his/her former teacher, the Transfer Rule (6 months) does not apply. However, where a pupil leaves the class of a registered teacher, joins the class of an Irish Dancing teacher not registered with An Coimisiún, and subsequently joins the class of another teacher registered with An Coimisiún, that pupil must not be entered in any registered competition until six months have elapsed following the date of receipt of written notification by the Regional Council or other appropriate author
Where a pupil has been 12 months out of dancing i.e. has not attended any class and has not competed in any competition, then this Rule does not apply.

3.1.12 Where a pupil leaves the class of a registered teacher (CLRG), & joins the class of an Irish Dancing teacher(CLRG) in another region and later returns to his/her former teacher, the Transfer Rule (6 months) does not apply. However. where a pupil leaves the class of a registered teacher (CLRG),joins the class of an Irish Dancing teacher(CLRG)in another region and later returns to the original region but joins another teacher (not his/her former teacher) then the Transfer Rule (6 months) applies.

Where a pupil has been 12 months out of dancing i.e. has not attended any class and has not competed in any competition, then this Rule does not apply.

2.10.1 Candidates may take any sections of the examination (except the Irish section) through Irish or English as they may so wish and must be facilitated accordingly.

2.10.2 A candidate permanently resident in Ireland must pass in the Irish language section as well as in the other sections of the examination concerned in order to qualify for the A.D.C.R.G., T.C.R.G. or T.M.R.F. Certificates.

2.10.3 In the case of adjudicators and teachers who have qualified for certificates without passing the Irish language section because of living abroad at the time of examination and who later come to reside permanently in Ireland, such certificates shall not be valid for annual re-registration purposes after more than two years of the holders coming to live in Ireland unless in the meantime they have taken and passed the Irish section of the appropriate examination. Such adjudicators and teachers must therefore take the Irish language examination when required by An Coimisiún to do so. The Coimisiún may however at its discretion extend the two-year period in certain cases.

2.10.4
In the marking of the Irish section some allowance may be made for candidates' ages and educational background.

2.10.5
The Coimisiún shall appoint an examiner for the Irish language section of the examination. When at any time that person is unable to officiate he or she may, in consultation with the Examination Authority, appoint a suitable substitute.

2.9.1 As soon as feasible following an examination and when the examiners have completed their correction of papers etc. and their individual results are ready a meeting of the Authority shall take place to certify the results. The results will then be communicated to the candidates without delay. When candidates have received their results details of the successful candidates will be sent to the appropriate Regional Authority and a report on the examination will be provided to An Coimisiún (see Rule 9.1.3).

2.9.2 An examiner, Coimisiún member, or an employee of An Coimisiún must not reveal the examination result of any candidate, or express an opinion as to the likely result, to any person until the result has been confirmed by the Examination Authority and notified to the candidate.

2.9.3 The actual marks obtained by candidates in any section of an examination are confidential to the candidate, the examiners, the Examination Authority and employees of An Coimisiún and must not be otherwise revealed except by the candidates themselves.

2.8.1 Examination syllabi will be available for the A.D.C.R.G., T.C.R.G. and T.M.R.F. examinations and will include all necessary information regarding them. The information will cover conditions of entry, examination fees, examination sections and the requirements for each, systems and methods of examination, minimum qualifying marks, conditions for repeating examinations and any other information considered necessary by An Coimisiún.

The conditions, directions and information given in examination syllabi shall have the same standing and status as other rules of An Coimisiún and must be read and followed accordingly.

2.7.1 The Examination Authority shall, within the rules and directives of An Coimisiún,arrange and organize the Coimisiún examinations for the A.D.C.R.G. (Adjudicator), T.C.R.G. (Teacher) and T.M.R.F. ( Ceili Teacher) Certificates In fulfilling this responsibility the Committee will be responsible for: -
(1) Fixing of examination dates
(2) Selection of examination venues
(3) Arrangement of timetables
(4) Selection of examination boards from the panel of examiners (in the choosing of examiners every reasonable effort shall be made to ensure that over a period of time, taking into account experience, ability, costs etc. members of a panel receive a fair share of examination work).
(5) Engagement of musicians
(6) Specifying of closing dates for application
(7) Confirmation and notification of examination results
(8) Any other examination arrangements.

2.7.2 The Examination Authority shall, when necessary, make recommendations to An Coimisiún concerning the following aspects of the teacher and adjudicator examinations.
(1) Conditions of entry
(2) Examination syllabi
(3) Systems of examination
(4) Qualifying marks
(5) Examination fees of candidates
(6) Rates of remuneration of examiners
The Coimisiún itself shall make the final decisions in these matters.

2.7.3 The Examination Authority shall provide a quarterly report to An Coimisiún on the work of the committee in the previous quarter and its future plans. As well, within a reasonable time following an examination the Authority shall provide a meeting of An Coimisiún with details of the successful candidates and statistics of the number of candidates and the numbers of successes and failures.

2.7.4 The Examination Authority shall be responsible for the provision of comprehensive training for new examiners.

2.7.5 The Examination Authority shall have authority to recommend to An Coimisiún that entry to an examination be refused to any person considered unsuitable for registration with An Coimisiún as an adjudicator or teacher. The Regional Council of that person applying to take an examination shall be informed of the application if possible 2 months in advance so that the Council may, if it wishes, bring any evidence of unsuitability to the attention of the Examination Authority.

2.7.6
The examination Authority shall co-operate closely with other committees and sub-committees of An Coimisiún, particularly those whose responsibilities and work a re directly or indirectly connected with those of the Examination Committee, in particular the Coiste Rince agus Ceoil (Music and Dance Committee).

2.7.7 The Examination Authority shall carry out any further duties that An Coimisiún may from time to time assign.

2.3.1 An Examination Authority ("An tUdarás Scrúdaithe") shall be established to administer examination affairs on behalf of An Coimisiún. The membership, responsibilities and powers of that authority are prescribed in paragraphs 2.6.1. to 2.8.1 below.

2.4 Board of Examiners

2.4.1 A Board of Examiners consisting of individuals suitable to serve as examiners shall be established in accordance with paragraphs 2.6.1 to 2.8.1. below. From this Board will be selected the persons to form the examination panel when an examination is being arranged.

2.5 Dancers' Examinations

2.5.1 Any member of the Board of Examiners may be chosen to act as examiner on dancers' examinations, but An Coimisiún will also establish a panel of Grade Examiners for dancers.

2.6 The Examination Authority: Composition

2.6.1 The membership of the Examination Authority will be as follows-
(1) 8 examiners elected by the Board of Examiners
(2) The Cathaoirleach (Chairperson) of An Coimisiún
(3) 3 members of An Coimisiún nominated at the A.G.M. of An Coimisiún who are neither currently examiners nor candidates for appointment as such either at the time of nomination to the Committee nor become such during their term of membership of the Authority.

2.6.2 An Coimisiún will appoint the Cathaoirleach of the Examination Authority at the A.G.M. of An Coimisiún.

2.1.1 In order to enter and represent pupils/students in Oireachtas Rince and other registered competitions a person must in the first instance be registered as a teacher with An Coimisiún le Rincí Gaelacha.

2.1.2 In order to adjudicate at an Oireachtas Rince and other registered competitions a person must, in the first instance, be registered with An Coimisiún as an adjudicator.

2.1.3 In order to enter teams in competition for Ceilí and Figure Dance a person must in the first instance be registered with An Coimisiún as a teacher of such dances.

1. QUALIFICATIONS FOR ENTRY
The examination is open to persons who are 20 years of age or over at the date of examination and are acceptable to An Coimisiún as candidates and have been recommended by a registered adjudicator or teacher (see paragraph 2 below). Applications received after the set quota of candidates for an examination has been reached must unfortunately be refused. Early application is therefore necessary in the case of all examinations.

2. COMPETENCY AND SUITABILITY
An applicant must submit with his or her application a recommendation by any registered teacher or adjudicator testifying that the certifier knows the applicant, is satisfied that he or she can perform the required dances for the practical dancing test to a reasonably good standard and knows of no reason why the applicant should not be suitable and acceptable as a registered teacher.


3. DATES OF EXAMINATION
Examinations usually take place in Ireland in May and in November or December. Examinations are held at venues in Britain, USA, Canada, Australia and New Zealand when requested and provided the projected number of candidates, in the opinion of the Udarás Scrúdaithe (Examination Authority), justifies examinations being held. The dates and venues of examinations outside of Ireland are decided by the Authority following consultation with the regional authorities. These dates and venues are then publicised by the Examination Authority.

4. APPLICATIONS AND FEES
Applications and fees must be sent to the Coimisiún Office or, in the case of examinations overseas, to a person nominated by the Examination Authority. The application form must be fully completed and signed by the applicant after he or she has carefully read this syllabus and enclosures in full. Fees, including deposits and balances, must be paid only by cheque, money order or bank draft payable to "An Coimisiún le Rincí Gaelacha". Payments may be in Irish currency (Euro currency from 1st January 2002) or in sterling or in US, Canadian, Australian or New Zealand dollars. The candidate's name and address must be written on the back of the cheque etc. in all cases. Applications should normally be lodged six months prior to an examination date but where there is likely to be pressure of numbers even earlier application is strongly advised. (See separate circular for details of examination dates, and venues, rates of candidates' fees and where applications and fees should be sent.)

While it is desirable that applicants pay the full fees at time of application they may, if they so wish, pay 50% of the fee with their applications and the remainder at least three months prior to the date of the examination or by such other date as the Examination Authority may decide.

5. WITHDRAWALS AND FORFEITURE OF FEES
(1) Where a candidate, having been accepted for examination, withdraws the application three months or more prior to the examination date 50% of the examination fee will be forfeited.
(2) Candidates who withdraw applications between three months and the date of the exam-
ination, or who fail to attend, will forfeit the full fee except in very exceptional circum-
stances.
(3) Failure to attend, or late withdrawal, may result in candidates being disqualified from taking or retaking the examination for a period decided by the Examination Authority.
(4) The periods referred to in sub-paragraphs (1) and (2) of this paragraph, will be determined by the date on which notice of withdrawal is received by An Coimisiún, the Examination Authority or the examination organiser.



6. SECTIONS OF EXAMINATION

(1) The examination consists of six sections as follows:-
(a) practical test in stepdancing
(b) written céilí dancing test
(c) practical test in teaching céilí dancing
(d) practical test in teaching stepdancing
(e) written music test
(f) oral Irish language test (optional if candidate lives outside Ireland).

(2) All required sections must be attempted at the same examination (subject to the exception relating to the Irish language test in the case of persons living outside Ireland).

(3) The requirements of each section are set out in detail in paragraphs 11-16 below.



7. REPEAT EXAMINATIONS

(1) A candidate who fails to achieve a minimum of 50% in any section (excluding the oral Irish test) will be required to retake all sections of the examination at the next attempt.

(2) Where candidates fail in any section of the examination at their first attempt they may attempt the examination again on two further occasions, retaking only those sections in which they have been unsuccessful provided that sub-paragraph 7(1) above does not apply to them.

(3) A candidate who fails the examination on three occasions will be required to retake the full examination (except the oral Irish test if already passed) on any subsequent occasion.

(4) The total number of examination attempts permitted is six in all (including repeat or partial examinations).

(5) The full examination must be completed within a period of five years, i.e., a candidate who has not completed the examination within five years of his or her first attempt must repeat the full examination after the lapse of five years but subject to (4) above. Because of the infrequency of examinations in Australia and New Zealand the provisions of this sub-paragraph may be varied at the discretion of An Coimisiún.

(6) 6 Months must elapse before a candidate can resit any section of the exam, this will allow ample time to
prepare properly.

8. REGULATIONS

(1) In the written céilí dancing test and in the music test

(a) Candidates are not permitted to use or have on their desks or tables any papers, books or notebooks other than the answer papers (which may also be used for rough work) and the céilí question paper handed out by the examiners in charge. Neither may a candidate use electronic aids in lieu of written notes etc. The making of carbon copies of answer papers is not allowed.

(b) During these sections any conversation or other contact between candidates is strictly forbidden.

(c) Any rough work, diagrams, cancelled answers etc. made during these sections cannot be retained by the candidates but instead must be either handed up to an examiner (but will not of course be taken into account in the marking of candidates' papers) or alternatively torn up in the presence of an examiner and placed in a receptacle provided for the purpose.

(d) Candidates are not permitted to leave the examination room and return unless with the permission of, and accompanied by, a supervising official.

(2) The examination supervisors may at their sole discretion immediately disqualify from an examination any candidate adjudged guilty by them of any breach of the foregoing regulations in sub-paragraph (1) above.

(3) Candidates take the examination at their own risk. Where a person suffers from a physical illness or disability, or is pregnant, allowance cannot be made for such illness, disability or condition in sections of the examination which require physical effort and where in some circumstances a candidate might be placed at risk.


Where a candidate suffers from an illness or handicap or is pregnant and still wishes to proceed with the examination he or she must indicate accordingly in the appropriate section of the application form. A medical certificate acceptable to the Examination Authority must be furnished indicating the nature of the illness, handicap or condition and certifying whether the applicant's medical adviser is satisfied that the applicant is capable of taking the practical sections of the examination as described by the applicant to the certifier without risk to himself or herself (see application form). Such information will be treated with total confidentiality. The final decision as to whether a candidate is allowed to participate in an examination lies with the examiners.

Failure to disclose an illness, incapacity or pregnancy may, if it later comes to light, result in the candidate concerned being permanently disqualified from taking any Coimisiún examination in the future.

(4) Applications must be accompanied by the applicant's birth certificate and a recent passport photograph of the applicant signed on the back.



9. RESULTS

(1) When the examination results are being issued, or shortly thereafter, a candidate who has been unsuccessful will receive a brief letter setting out the main reasons he or she has failed to pass a section or sections of the examination. Other than the official result sheet showing the marks achieved in each section this letter is the only communication a candidate will receive, directly or indirectly, in relation to the results of the examination. An Coimisiún, the Examination Authority or individual examiners will not enter into any further correspondence or discussion with a candidate or with anyone else acting on the candidate's behalf regarding an examination result.

(2) The decision of the examiners concerning any candidate's result, when confirmed by the Examination Authority, is final.



10. AMENDMENTS TO EXAMINATION DOCUMENTATION

Examination fees change from time to time as do also the fees to repeat separate sections of the examination. These, together with other information relating to examination dates and venues, amendments to this syllabus and other relevant data, are published in a separate circular from time to time. Intending applicants must therefore ensure that both the examination syllabus they have and the additional circular are the up-to-date versions of those documents.

















EXAMINATION SECTIONS IN DETAIL

11. Rince Aonair: Stepdancing - Practical Test

Candidates must be capable of performing any or all of the following dances to the satisfaction of the examiners:-
(1) Reel, double Jig, Slip (Hop) Jig, Single Jig, Hornpipe
(2) The following old set dances in the traditional manner and speed:-
Garden of Daisies, Job of Journeywork, St. Patrick's Day, The Blackbird
(3) Nine other set dances nominated in advance by the candidates. Four of these dances must be in jig-time, four in hornpipe time and the ninth in either of those times.

A candidate must have different steps for each set-dance: i.e., he or she must have different settings for all nine set-dances. Neither may a candidate repeat steps from an ordinary solo dance, e.g., double jig or hornpipe, in a set-dance.

Qualifying Mark: Pass - 70%: Pass with Honour - 80% or higher.
Note: A pass with honours will gain a candidate a credit which exempts him/her from the solo dancing section of the A.D.C.R.G. examination.

12 Rince Céilí: Céilí Dancing - Written Test

Candidates are required to have a detailed knowledge of all dances in the handbook "Ar Rincí Foirne" (blue cover edition (2003)).

The question paper will consist of 16 questions (12 x 5 marks; 4 x 10 marks). The paper will be set in English and also in Irish if a candidate so requests at time of application, the paper may be answered in English or in Irish or in a combination of both languages.

The questions will cover all or most of the 30 dances in the handbook. It is possible for candidates to obtain partial marks for answers to questions where the answers are not fully correct. The time allowed for answering the paper is two hours.

As the test is a searching one candidates are advised to practise answering question papers. Sample question papers are available from the Coimisiún Office on request.

Qualifying mark: 70%

CANDIDATES WHO WISH TO TAKE THE WRITTEN TESTS IN THE IRISH LANGUAGE MUST NOTIFY THE OFFICE OF AN COIMISIÚN WHEN APPLYIN TO TAKE THE EXAM.

13. Rince Céilí: Céilí Dancing - Teaching Test

Candidates are required to teach parts of different dances from the handbook "Ar Rincí Foirne" to a group of dancers. The dances and their parts will be chosen by the examiners.

Amongst the qualities taken into account in assessing a candidate's capabilities are:

(1) Instruction (which should be clear, concise and suitable for those being taught):
(2) Control of individuals and group:
(3) Knowledge of dances and movements to be taught:
(4) Voice (which should be clear and audible):
(5) Ability to guide dancers through the movements:
(6) Ability to note and correct mistakes by dancers.

In preparing for this section candidates are advised to study the handbook in close detail and get as much practice as possible in teaching the movements to a group of dancers.

As part of this section candidates may be required to demonstrate that they are capable of performing the basic steps required for Céilí dancing. Qualifying Mark: 70%


14. Rince Aonair: Stepdancing Teaching Test

Candidates are required to teach a light and a heavy step of such different degrees of difficulty as the examiners may request in all or any of the following dances:

Reel Slip (Hop) Jig Single Jig

Light Jig Double Jig Hornpipe

Traditional Set-dance Other Set-dances (from list of 9 submitted)


Candidates may also be required to show how they would deal with beginners or very young children, identify and correct faults and teach basic movements such as Rocks, Drums, Croskeys, etc

To prepare for this test candidates are advised to have several steps of varying difficulty ready for each of the above dances. They should also have a break-down of each step prepared in advance in order to facilitate their practical teaching. They should also ensure that the steps they have prepared are not out of time.

Amongst the qualities taken into account in assessing a candidate’s capabilities in this section are:-
(1) Instruction (should be clear, concise and suitable for those under instruction);
(2) Clarity and audibility of instructions;
(3) Ability to demonstrate and break down steps;
(4) Selection of suitable steps;
(5) Manner of handling dancers;
(6) Identification and correction of faults.

Qualifying Mark: 70%


15. Triall Ceoil: Music Test
(1) Nineteen set-dance tunes are played and candidates are required to identify the tune by name
and state its timing, and give the number of bars in the step and the number in the set.

The marks for each tune will be allocated as follows:-
Name of tune - 2 marks
Timing - 1 mark
Bars in step & Set - 2 marks (only if both are correct)

Where a candidate fails to identify the tune no marks can be earned by identifying the timing or the number of bars in the step and set.

(2) Five tunes – Reel, Slip (Hop) Jig, Single Jig, Double Jig and Hornpipe – are played and
candidates are required to identify each dance. There is one mark for each correct answer.

(3) Answer sheets must be handed up immediately the test concludes.

Apart from memorising the names of tunes candidates are advised to learn to count the bars in steps and sets.
Qualifying Mark: 70%


16 Scrúdú Gaeilge - Irish Language Test

This test is compulsory for candidates living in or intending to teach in Ireland

In this test candidates will

(a) be required to show a knowledge of the terms and phrases connected with dancing,
including names of dances (as found in "Ar Rincí Foirne" and in the Official List of
set-dances).

(b) have to show they are capable of simple conversation about themselves and everyday
affairs.

(c) take a simple test in reading and understanding written Irish (with the emphasis on
dancing matters).

(3) Cuirfear san áireamh tuiscint, líofacht agus stór focal. Ins an áireamh chomh maith beidh
oideachas, aois agus cúlra an iarrthóra.

The understanding, fluency and vocabulary of a candidate will be taken into account. Also
considered will be the candidate's education, age and background.

Note: Persons exempted from taking the Irish test because they reside abroad will, if they later move to Ireland, be required to take the test within two years of taking up residence in that country.

No Block, en pointe, stationary or moving is permitted to be performed for all ages up to and including the under 12 age group.(SEPT. 2004) This dance movement will be permitted for the under 12 age group from September 1st each year. (effective Sept 1st 2006)

• Should a dancer lose a heel or a complete shoe he/she may stand back allowing the other dancer, where applicable, to continue dancing uninhibited. In such a case, the dancer concerned will be permitted to redance as soon as it is deemed practicable by the stage steward.

• Should a dancer fall on stage, the adjudicator MUST ring the bell to stop the performance of the dancer(s). The dancer(s) so affected will be permitted to redance at the discretion of the adjudication, or by a majority of adjudicators, where there is a judging panel. Should in the opinion of the stage steward, having obtained medical advice if necessary, a dancer be unfit to redance and if such dancers insists on his/her right to do so then the dancer concerned may be permitted to redance on completion of a declaration form exonerating the Committee of liability for any consequences.

• Any competition in which there are 5 or less dancers shall not count for grading purposes. However a Dancer may only win 3 such competitions and they then must move up to the next grade

• Dancers must dance in their own age group for solo competitions if that age group is provided for

• In the event of there being no provision for a particular age group, a dancer may dance up an age group, however on attaining first place in any dance, that dancer must remain in the higher grade for that dance for the remainder of the year.

Costume Rules
An Coimisiun Notice of December 2003

The following rules refer solely to costumes worn in competition and do not refer to, nor are intended as a criticism in any way of less traditional forms of costumes made popular by stage shows.
The rules in relation to costumes are:
• Costumes must consist of a full front and back section i.e. cut away styles are not acceptable
• Materials must be of an equivalent weight to that used in the more traditional costumes e.g. dress velvet, trevira, gabardine, woolmix etc
• Skirt lengths: the minimum skirt length is not more than four inches above the knee level. It is hoped that the introduction of this rule will prevent the excessively short lengths recently witnessed.
• Neck lines must be collar-bone level or above. This does not preclude the use of alternative fabrics e.g. lace, as an inset.
• Where chiffon or lace material is used as sleeves, the sleeves must start at the shoulder line and end at the cuff.
• Appropriate underwear must be worn. Where tights are worn they must be of a denier of not less than 70.
• Dance-drama costumes must be in keeping with the theme of the story portrayed and conform to the rules above for solo and team competitions in the areas of fabric, hem and neck lines.

2006 - A new Costume rule is being introduced in many regions for dancers in the the two lower Grades i.e. Novice/Primary in UK, Bun/Tus Grad in Ireland & the equivalent grades in other countries) - Dancers are only permitted to wear either class costumes or day wear (e.g. skirts and tops) in competition

Other wear
• Makeup will not be permitted for any dancer in the first two grades up to and including the under 12 age group.

• The use of artificial carriage aids is strictly forbidden except in cases of a medical condition where a doctor's certificate may be requested. Any competitor found to be using artificial carriage aids & subsequently refuses to remove same, will be subject to disqualification from that particular competition. Medically prescribed apparatus (proof of which may be required) will be exempt from this ruling.

• Under no circumstances should dancers walk around any dancing venue in their underwear. Neither should dancers (regardless of age) change into or out of costume in the main dancing hall if at all possible. At all times, dancers must be properly attired.

Transfer Rule -- CLRG, 16:32:49 03/05/07 Mon [1]

Transfer Rule 1981:
1. Where a pupil formerly the pupil of a registered teacher, joins the class of another registered teacher, the new teacher must not enter that pupil in any registered competition until six calendar months following the date on which notification of pupil joining the new class is received in writing by the Regional Council or other appropriate authority unless the pupil is allowed to compete by reason of Rules 2 & 3 below.
2. A pupil should not be withheld from competition where the change of teacher occurs because of
a) death of a former teacher
b) retirement of former teacher
c) failure of former teacher to re-register with An Coimisiun
d) significant change of place of normal residence of the pupil
e) closure of the teacher's class normally attended by the pupil and where that teacher has not another class within a reasonable distance of the pupil's home
f) any other circumstance in which the Council or other appropriate authority considers it would be unfair or contrary to natural justice to insist that the pupil be withheld from competition.
3. A pupil should not be withheld from competition on joining a new class where a period of at least one year has elapsed between the date on which he or she last attended the class of his former registered teacher or took part in registered competitions and the date he or she joined the class of the new teacher unless the dancer one to whom Rule 4 refers.
4. Where a pupil leaves the class of a registered teacher, joins the class of an Irish dancing teacher not registered with An Coimisiun, and later returns to either his or her former teacher or joins the class of another registered teacher, that pupil must not be entered in any registered competition until six calendar months have elapsed following the date of receipt by the Regional Council or appropriate authority of notification in writing of the return to a registered teacher unless the dancer concerned qualifies for exception under the terms of Rule 2 above.
5. In every case it is the Council or appropriate authority in a Region that will decide whether a pupil will or will not be obliged to refrain from competitions on change of teacher i.e. whether or not any of the exceptions provided for in these Rules applied in any particular case. Even where it is fairly clear that a pupil received on transfer qualifies for exception he or she must not be registered for a registered competition until it is confirmed by the Council or other appropriate authority that it is in order to do so.
6. Irrespective of anything contained in these Rules, a Council or other appropriate authority shall at its sole discretion be free to dispense with the stipulated period of refrainment from competition, or to reduce that period, in any case where, for any reason, failure to notify the Council or other appropriate authority of a transfer.

Re-stated Jan 2005:
1. Where a dancer is required to leave a dancing school by the teacher, for any reason, that dancer will serve the six months re-styling period with a new registered teacher unless the dancer is already out of dancing for a year.
Procedure for Transfers (may vary between Regions)
• Written notification must be sent by the receiving teacher to the Transfer Officer, informing them of the name of the child or children, the previous school name and the new school name.
• There is an administration fee of about £5.00/€5.00 for each child or family being transferred.
• The effective date of transfer will be the receipt of this notification by the Transfer Officer with the appropriate fee.
• On receipt of notification and fee, the Transfer Officer contact both the new teacher and the previous teacher informing them of the details of the transfer.
• The Transfer Officer will notify all members of the Regional Council of the transfer at the next scheduled meeting.

Can you sell a print to a third party of a photo you took in public of a child without the parent's consent?

In Australia (at least), the answer would be a conditional "yes": If the picture was being sold as an artwork or being used to illustrate a newpaper story about the events where the photo was taken, then it would be okay.

If the picture was going to be used for advertising, then consent (in the form of a contract or model release) would be needed from the parent or legal guardian of the child.

Photographs of Children - where do you stand?
The Internet Watch Foundation (IWF) is the only authorised organisation in the UK which, amongst other things, provides an internet ‘hotline’ for the public to report their exposure to potentially illegal child abuse images. The IWF works in partnership with the government, police and the UK internet and mobile industry to combat this type of internet content.
So what is the law?
Section 45 of the Sex Offences Act 2003 amended S.1. Protection of Children Act (POCA) 1978 in May 2004 by raising the age of a ‘child’ from 16 to 18.
Now section 1 POCA 1978 makes it an offence to; take, make, allow to take, distribute, show, possess with intent to distribute, or advertise indecent photos or pseudo-photographs of children under the age of 18.
That means, by knowingly looking at an indecent image of a child you are breaking the law in this country. Making or downloading potentially illegal child abuse images is punishable by up to 10 years in prison.
Within this amendment to the POC Act there are circumstances where a photograph of a person over the age of 16, but under the age of 18 would not be an offence:
Firstly, the defendant must prove that the photograph in question was of the child aged 16 or over and that at the time of the taking or making of the photograph he and the child were married or living together as partners in an enduring family relationship (section 1A(1)).
Secondly, the defendant must show that there is enough evidence to raise an issue as to whether the child consented to the photograph being taken or made, or as to whether the defendant reasonably believed that the child consented (section 1A(4)). Thirdly, the photograph must not be one that shows a person other than the child and the defendant (section 1A(3)).
So what constitutes an illegal image?
It means any images of children, apparently under 18 years old, involved in sexual activity or posed to be sexually provocative and include images depicting nudity or erotic posing, with no sexual activity
Only the IWF and the Police are authorised to assess and categorise such images.

Guidelines on taking and displaying photos of children
There is a potential for abuse of any image placed on the internet. This could be by cutting & pasting images, editing images or changing the context within which the images are viewed. Changing images digitally in this way is often called ‘morphing’.
Caution and vigilance is the most effective method of prevention.
Any use of children in images on the net should be suitably contextualised. That is, they should be appropriate for the activity being portrayed. Additionally, care should be taken when using images of children in the way they are dressed and the activity they are taking part in.
Images should also be considered with regard to the child’s body position during the activity, this is particularly relevant in gymnastic, dance and sporting activities, where the body may be in unusual positions.
Exercise great caution as to where you choose to post such images and which online services you use; such as free-to-view photo albums, where anyone can see the photos you have displayed.
The following steps can also be considered to reduce the potential for misuse:
• Avoid using children's full names in photograph captions. You could consider the use of 1st names, but avoid full names if an image is being shown.
• Avoid using any names if it is possible from the image to ascertain a specific location, i.e. where a School name is visible in the photo or a well known landmark is in view.
• The dress of a child should be considered when using the photo. If it is a posed shot, i.e. being presented with a medal or a team photograph, try to ensure that the child is fully clothed, e.g. in a track-suit or similar. If it is an action shot, taken during the activity, try to use profile imagery or avoid, if possible, full length shots. Alternatively, use digital software to blur the child’s facial features
• Always use a parental consent form to ensure that the parent or guardian is aware that a child’s image is being used. Try to avoid reliance on blanket acceptance procedures as part of consenting to take part in an event.
• Ensure you have obtained the child's permission to use their image. This ensures that they are aware of the way their image is being used to represent the sport. Use of a suitable permission form would address this.
• Be aware of the Data Protection Act and the use and storage of materials with people names and images included on them. Specific permissions must be sought for this from the persons and where applicable their parents/guardians.

a) Conduct unbecoming a lady or gentleman.

b) Failure to report on time to compete.

c) Falsification of age or other important facts.

d) Disturbance of the course of the Feis, particularly disturbing the adjudicators (only the Feis Committee can contact the adjudicators, provided that no competition is running on stage).

These or similar faults may be punished by the Feis Committee. The consequences may be an oral reprimand, or a disqualification for a term of one year.

Categories of Dancers (CLRG) -- These are UK Grades Only, 20:04:07 03/04/07 Sun [1]

a) Beginner / Novice - A competitor who has never started in feis or started but failed to achieve any place 1,2 or 3 in a given dance. Only basic steps must be performed at this level. Competitors who are awarded one of three medal places are given a pass to the higher level - Primary in a dance in which they scored the place.

b) Primary - A competitor who has won a First, Second or Third place in Beginner, Advanced Beginner categories. A Novice competitor who wins First place will advance to the next higher category in that particular dance. ***** Please see sylabus for each feis as this rule has changed in some areas and some age groups depending if there are 20 or more dancers entered *****

c) Intermediate - A competitor who has won a First place in Primary category. If the level of competition is too high, a Intermediate competitor may move back down to Primary after the following January 1st.

If the level of competition is too high, an Open competitor may move back down to Intermediate after the following January 1st. There is no such possibility, though, if a competitor has won first place in Championship competition.

Early in the 20th century, the Irish Dancing Commission (CLRG) established a 100 mark system for judging competitors. -- How Points Should Be Given, 19:53:41 03/04/07 Sun [1]

The distribution of points in solo dancing is 25% for timing, 25% for the steps, 25% for execution and method, and 25% for deportment and style.

In figure dancing, the distribution is 30 points for timing,30 for figures, and 40 for general effect.

In beginner through open competitions, there is one judge. In preliminary championship and championship level,
there are most often multiple judges. Competitors dance two or three at a time except in set dances and they perform two or three "steps."

Dances are of short duration and the judging is instantaneous. In the past, judges kept competitors on stage and continuously dancing until they were satisfied that all aspects of the dance were properly graded.
Up to five steps might have to be performed until the judge rang a bell signifying the competitor was finished.

All syllabi must be presented to the Council for approval.
Syllabi should be presented at least 8 weeks before the feis and notification of approval will be issued. Appropriate forms will be sent to feis organisers once their syllabus is approved.

Feis Reports
Feis organisers are resonsible for returning feis results direct to the Results Officer in a timely manner.
Results will be recorded by the Results Officer.

NB non-returned results could result in permission being denied to run future feisanna.
