Hiệp định Geneva 1954 chia đ�i đất nước VN được 2 năm, v�o ng�y 01 th�ng 6 năm 1956 ch�nh phủ Miền Nam VN tức Việt Nam Cộng H�a đưa ra một th�ng b�o t�i x�c nhận chủ quyền của m�nh tr�n quần đảo Ho�g Sa &Trường Sa cũng l� l�c ch�nh phủ của Hồ Ch� Minh ở miền bắc đ� t�i lập tại H� Nội th� hai tuần lễ sau đ�, ng�y 15 th�ng 6 năm 1956 thứ trưởng Ngoại giao của Việt Nam D�n Chủ Cộng H�a (CS Bắc Việt) �ồng Văn Khi�m đ� vội v� khẳng định với Li Zhimin, Thường vụ vi�n của To� Đại Sứ Trung quốc tại Bắc Việt, rằng: �theo những dữ kiện của Việt Nam th� quần đảo Ho�ng Sa (Xisha) v� quần đảo Trường Sa (Nansha) l� một bộ phận lịch sử của l�nh thổ Trung quốc�, c�ng c� mặt ở cuộc tiếp x�c n�y c� cả �ng L� D�c, quyền Vụ trưởng � ch�u Sự vụ thuộc Bộ Ngoại giao Việt nam, đ� n�i mồi th�m rằng �x�t về mặt lịch sử th� c�c quần đảo n�y đ� ho�n to�n thuộc về Trung quốc từ thời nh� �ường�. (1)

Bắt nguồn từ đ�, hai năm sau, Chu �n Lai Thủ tướng nước Cộng Ho� Nh�n D�n Trung Hoa đưa ra bản tuy�n bố x�c định l�nh hải của m�nh. Bản tuy�n bố n�y đ� vạch ra r� r�ng c�i khoảng khu vực của l�nh thổ Trung quốc c� bao gồm cả Trường Sa v� H�ang Sa.

Như l� một đ�p lễ cho t�nh hữu nghị giữa 2 nước anh em ngay sau đ�, Phạm Văn Đồng Thủ tướng Vi�t Nam D�n Chủ Cộng Ho� gởi ngay một c�ng h�m đến Thủ tướng Trung quốc Chu �n Lai, nhấn mạnh rằng �Ch�nh Phủ nước Việt Nam D�n Chủ Cộng Ho� t�n trọng quyết định n�y.

Để rộng đường dư luận, sau đ�y l� bản Tuy�n Bố của Ch�nh Phủ Nước CHND Trung Hoa về L�nh Hải cũng như C�ng H�m của �ng Phạm Văn Đồng gởi cho �ng Chu �n Lai.

Tuy�n Bố của Ch�nh Phủ Nước Cộng H�a Nh�n D�n Trung Hoa về L�nh Hải

(�ược th�ng qua trong kỳ họp thứ 100 của Ban Thường Trực Quốc Hội Nh�n D�n ng�y 4 th�ng 9 năm 1958)

Cộng H�a Nh�n D�n Trung Hoa nay tuy�n bố:

(1) Bề rộng l�nh hải của nước Cộng H�a Nh�n D�n Trung Quốc l� 12 hải l�. �iều lệ n�y �p dụng cho to�n l�nh thổ nước Cộng H�a Nh�n D�n Trung Quốc, bao gồm phần đất Trung Quốc tr�n đất liền v� c�c hải đảo ngo�i khơi, ��i Loan (t�ch biệt khỏi đất liền v� c�c hải đảo kh�c bởi biển cả) v� c�c đảo phụ cận, quần đảo Penghu, quần đảo ��ng Sa, quần đảo T�y Sa, quần đảo Trung Sa, quần đảo Nam Sa, v� c�c đảo kh�c thuộc Trung Quốc.

(2) C�c đường thẳng nối liền mỗi điểm căn bản của bờ biển tr�n đất liền v� c�c đảo ngoại bi�n ngo�i khơi được xem l� c�c đường căn bản của l�nh hải dọc theo đất liền Trung Quốc v� c�c đảo ngo�i khơi. Phần biển 12 hải l� t�nh ra từ c�c đường căn bản l� hải phận của Trung Quốc. Phần biển b�n trong c�c đường căn bản, kể cả vịnh Bohai v� eo biển Giongzhou, l� v�ng nội hải của Trung Quốc. C�c đảo b�n trong c�c đường căn bản, kể cả đảo Dongyin, đảo Gaodeng, đảo Mazu, đảo Baiquan, đảo Niaoqin, đảo �ại v� Tiểu Jinmen, đảo Dadam, đảo Erdan, v� đảo Dongdinh, l� c�c đảo thuộc nội hải Trung Quốc.

(3) Nếu kh�ng c� sự cho ph�p của Ch�nh Phủ Cộng H�a Nh�n D�n Trung Hoa, tất cả m�y bay ngoại quốc v� t�u b� qu�n sự kh�ng được x�m nhập hải phận Trung Quốc v� v�ng trời bao tr�n hải phận n�y. Bất cứ t�u b� ngoại quốc n�o di chuyển trong hải phận Trung Quốc đều phải tuy�n thủ c�c luật lệ li�n hệ của Ch�nh Phủ Cộng H�a Nh�n D�n Trung Hoa

(4) �iều (2) v� (3) b�n tr�n cũng �p dụng cho ��i Loan v� c�c đảo phụ cận, quần đảo Penghu, quần đảo ��ng Sa, quần đảo T�y Sa, quần đảo Trung Sa, quần đảo Nam Sa, v� c�c đảo kh�c thuộc Trung Quốc.

��i Loan v� Penghu hiện c�n bị cưỡng chiếm bởi Hoa Kỳ. ��y l� h�nh động bất hợp ph�p vi phạm sự to�n vẹn l�nh thổ v� chủ quyền của Cộng H�a Nh�n D�n Trung Quốc. ��i Loan v� Penghu đang chờ được chiếm lại. Cộng H�a Nh�n D�n Trung Quốc c� quyền d�ng mọi biện ph�p th�ch ứng để lấy lại c�c phần đất n�y trong tương lai. C�c nước ngoại quốc kh�ng n�n xen v�o c�c vấn đề nội bộ của Trung Quốc (2)

Ch�nh phủ nước Việt-nam D�n Chủ Cộng Ho� t�n trọng quyết định ấy v� sẽ chỉ thị cho c�c cơ quan Nh� nước c� tr�ch nhiệm triệt để t�n trọng hải phận 12 hải l� của Trung-quốc, trong mọi quan hệ với nước Cộng h�a Nh�n d�n Trung Hoa tr�n mặt bể. Qua th�ng b�o t�i x�c nhận chủ quyền của m�nh tr�n quần đảo Trường Sa của ch�nh phủ nước VNCH v� qua khẳng định của thứ trưởng ngoại giao Đồng Văn Khi�m với Li Zhimin, Thường vụ vi�n của To� Đại Sứ Trung quốc tại Bắc Việt l� một trong những nguy�n nh�n trong đó c� hai h�n đảo nằm giáp lãnh th�̉ TQ là Kim M�n và Mã T�̉ của Đ�i Loan để đưa đến bản tuy�n bố ng�y 4 th�ng 9 năm 1958 của �ng Chu �n Lai. Phim đang phổ biến tr�n mạng t�n "Vietnam! Vietnam" được cho l� cuốn phim cuối c�ng của nh� đạo diễn gạo cội h�ng đầu của Hoa Kỳ John Ford (1894-1973), �ng đoạt tất thảy 4 giải Oscars v�o năm 1973 �ng nhận giải AFI Life Achievement Award c�ng năm Ford was awarded the Presidential Medal of Freedom by President Richard Nixon). Phim bắt đầu quay v�i th�ng sau cuộc tổng c�ng k�ch Mậu Th�n (1968) v� cho đến khi cuộn phim được ho�n tất v�o cuối năm 1971.

V�o l�c đ� luật ph�p li�n bang của Hoa Kỳ ngăn cấm chuyện tr�nh chiếu bất cứ một phim ảnh n�o do Cơ quan Truyền Th�ng Hoa Kỳ (United States Information Agency), trong đ� c� phim "Việt Nam! Việt Nam!" Cho n�n phim t�i liệu cuối c�ng của �ng John Ford đ� được kh�a k�n trong k�t sắt 27 năm trời cho đến khi luật ph�p được thay đổi cho ph�p phim được chiếu cho c�ng ch�ng xem.�

Đ�y l� một phim t�i liệu rất c� gi� trị về sự thật của chiến tranh VN, với c�i nh�n c�ng bằng v� kh�ch quan của người Mỹ.

Vietnam is planning to profit from one of its greatest resources: The country�s notoriously beautiful women. Vietnamese government officials have been asked to set up a matchmaking office in Ho Chi Minh City specifically for the purpose of arranging marriages between Vietnamese women and foreign men
The office will be given a generous marketing budget to advertise its services and the women that put themselves on its books. Currently many Korean and Taiwanese men come to Vietnam in the hope of finding a wife however westerners will be encouraged to use the agency as well. The Vietnamese government claims that the idea of a national matchmaking office is preferable to crime syndicates tunning such businesses.
Many rural women in Vietnam see marriage to a foreigner as a way out of poverty. �Vietnamese women are so beautiful, loyal, fabulous cooks and housekeepers, they are likely to make men around the word so happy� commented Huyen, a Ho Chi Minh City beautician who is considering using the service. �My dream is to marry a well to do American and travel the world; I think I would make a great partner for someone.�
Others voiced criticism of the plan �This sets a bad precedent and seems to be a case of a government sanctioning the treating women as a commodity which is a step in the wrong direction� commented Binh, a Vietnamese social worker in charge of a shelter for abused women in Ho Chi Minh City.
