Subject: Zoning, is it really needed ?

I know there are many who believe there are valid reasons to have zoning in Monroe Twp. although, zoning will dictate WHERE the sex stores can locate they can NOT keep them out just as it will NOT keep out waste storing facilities. Those are allowed in the Light Industrial Zone along with the Outdoor Special Events, Kennels, Tree nurseries, Farm Equipment businesses etc..
It appears that agriculture/farming does not include tree farms/nurseries or wholesale gardening since these are restricted to Light Industrial areas? Sounds like agriculture to me.
I would think that there are enough rules and regulations from the Gov. [EPA] State and County to cover many of the regulations in the zoning book.
Certainly if you are going to build a home, you will soon find that there are already lots of things that you you have to be in compliance with.
Some things in this zoning book are a tad confusing to me and at least to a few others I have spoken with.
It states, Mobile Homes shall be prohibited, mobile homes existing on the effective date of the zoning plan are hereby declared nonconformities and shall be regulated in accordance with chapter 10. Going back to chapter 10 it says the objectives are to control/regulate the nonconformities but it looks like nonconformities should be permitted as long as they don't lower property values, hinder the personal enjoyment of residential properties etc. etc..
Can you tell me what will happen if my neighbor doesn't like the looks of my old house trailer and shed and makes complaints, maybe saying my place makes his property value go down and he certainly doesn't enjoy how it looks? What will happen if I am told to bring my home into compliance but I am on a limited income and can not do that?
In browsing through this [very thick] zoning book, my opinion [yes I know what they say about that, everybody has one] is that some of the regulations are just more rules that tell you what you may or may not do on/with your own property.
Probably because I have worked at a kennel, one of the first things I noticed was, one may not open a kennel for ANY purpose [boarding, training, grooming] if you are in a residential area [the book says territory that is, or may become, zoned Residential]. We live in the country, why could I not open a training kennel? Personally I wouldn't want to do grooming, only because I would not want to use that much of my well water.
Also, one can NOT open a Bed & Breakfast in your home if the original foundation was set AFTER Dec. 31, 1959? Can you tell me why a newer home would not make for a nice B&B? And if you do open one, your sign can only be on-premises and follow strict regulation. I noticed the chapter on signs [13] was even longer than the chapter [14] on Sexually Oriented Businesses Regulations
If I have a swimming pool, it will have to have a 6 to 8 foot fence with a lockable gate. Never mind that I may be 150' off the road and have it connected to my back deck.
If I have a recreational vehicle [motorized or non-motorized] I can't just pull it up and park it beside my driveway or garage, it has to be fully enclosed.
And if I am a commercial driver, my semi tractor trailer or other commercially licensed vehicle can't be parked overnight at my home if I live in a residential zone unless it's completely enclosed.
These are just a few things I spotted. I don't know about the majority of Monroe residents but after browsing through the zoning plan I do intend to vote NO ZONING.

Remember to get out and vote Nov.4th.

Being relatively new to Monroe, I wish someone could tell me why are the children of our township going to two different school systems. And better yet what will it take to change this situation. I appreciate anyone's help to enlighten me.

The proposed zoning plan in Monroe township seeks to ban exotic animals.
"Control the land and the animals, then you control the people."
Even people who don't own animals should realize that every time a new law is passed, the government powers and bureaucracy are growing and our personal freedoms are shrinking.

As long as animal welfare and public safety laws are followed, the private ownership of all animals should be protected in the U.S.

I would really like to know what made our zoning commission decide to try to ban exotic animals?
Just say no to exotic animal bans - just say no to zoning!
Sincerely, Allan Bukovinski

The Planning Commission will meet on January 22nd at 4:30 in the Courthouse at 25 W Jefferson St., Jefferson, Ohio. At 5:30 our Zoning Commission is scheduled to present their text and material for certification. Members of the Planning Commision can answer questions in regard to how the Monroe Zoning text will relate to current rules of zoning which already affect Monroe Township. (We already ARE governed by laws from the county and state.) Having Monroe zoning MIGHT allow us to have a voice in our own destiny because it would force companies who come here to approach the Trustees and explain what their plans are-- this would be vital in the case of Toxic Waste disposal/storage or a SuperFund site. Otherwise someone could just come in and start the facility without their neighbors knowing. This is the main thing I DO like about zoning. BUT, there are other things that I am not sure about at all. For instance, there was a gentleman at the Jan 9 meeting concerned because he has "potbellied" pigs and he said they were considered an "exotic animal." (Exotic animals are forbidden in our new text UNLESS they are already there. I don't mind his pigs at all and am not afraid of such a thing. But last year a woman in Geauga County was viciously attacked by a bear. Her neighbor had a fur company and he kept them (legally) on his property until the bear escaped. I personally don't want wild animals (lions, tigers and bears... oh my!) kept in cages near my home-- but on the other hand, wouldn't want to penalize the man with his little potbellied pigs. He currently should be protected by grandfathering but I'd want to know that for sure. I'm sure he wants some assurance too. I hope he and others will come ask those questions because zoning will affect every one of us-- some things, as I say are good but we need to know the whole picture! So, come Jan 22nd at 5:30 pm and get answers.See you there!

Has anyone got an update on the Zoning meeting(s)? Per the Star Beacon last month, there was to be a meeting on January 9 (tomorrow), but I have not seen anything indicating that the meeting has been scheduled.

Thanks,

Hello! I would hope that EVERYONE in Monroe township attends the upcoming meeting at the firehall.
(January 9th at 7:00 P.M.)
Get the facts...be informed...Don't think this isn't important...BECAUSE IT IS!!!! This could have a major impact on the future of Monroe township! This could have a major impact on you and your family! I moved here FROM a township that had zoning. (Needed a "zoning permit" to do alot of simple things, like put up a 8x12 wooden shed)
Oh, and no "opened burning" and that included 2 small logs
one night in the backyard in a fire ring. Found out later they could have fined me for that!
PAY ATTENTION to what this document says, and how it will pertain to you, your family, your animals, and your farm,or home! Allan

I am searching for familys of my great aunts, Lizzy (Elizabeth) McCoy; Fanny Beers; and Jane Hazeltine.
They came to Conneaut Ohio from Ireland, their brothers and mother also came to Conneaut. I believe they lived at one time in the Monroe Center area. I do know some about Jane Hazeltine, but know nothing of the others. Also, I am searching for any family of my great uncle Samuel McFadden.

I read my newsletter and found this website and stuff. this is cool. IT isn't right what the Trustees did to Mr. tarsitano. They should keep there word. That isn't right. Mr tarsitano should get a lawyer and sue them because they didn't keep there word.

I attended the Neighborhood Block Watch meeting this evening at Tarsitano's Winery. One of the residents in attendance asked about Sexual Offenders living in our community. In response to their request, I have added a link so that residents can search for registered offenders through our Monroe Township Website.
Click on the link and type in the zip code you are interested in searching. Monroe Township has:
Conneaut 44030
Kingsville 44048
Pierpont 44082
This site will show where offenders reside as well as where they work

I have also added a community calendar. If you know of an event that you want listed on the calendar, please send me a note and I will update it for you. Hope these items are helpful. This isn't complete yet but I will work on it over the next few days and then, as necessary. Thanks Deb

FYI: At 6pm on Sunday Evening, 4-15-07 there will be a Block Watch Meeting at Tarsitano's Winery. This includes Hatches Corners, Horton Road, State Road and Valley Drive. If you live in that area, please plan to attend. We haven't met in a while and there are lots of new neighbors.

If you do NOT live on those streets but are interested in starting a Block Watch for YOUR vicinity, please come to the meeting. You'll get an idea how to start your own group-- and you'll meet lots of folks willing to help you get started. Everyone is welcome!

I would like to express my deepest gratitude to our volunteer fire department. They responded to my call extremely fast and very professionally. Though we did not need their assistance, they went beyond the call of duty and took the time to make sure my family and property were safe. I am proud to have a modern equip fire department with a professional and caring attitude. Thank you from all of my family.

The Conneaut Chamber of Commerce recently hosted an awards dinner to recognize people and groups who have had a positive impact on the community. We are thrilled to announce that our Monroe Sirens were invited to receive the Leadership Award! Seventeen members of the Monroe Sirens were present at the ceremony to receive the award. The Monroe Siren's various fund-raising efforts have supported the volunteer fire department since it's inception, including the building and expansion of the Fire Hall. Monroe Township is one of the few fire departments in the state who owns our Fire Station. The land was purchased and the hall constructed in 1979 with the help and support of the Sirens. No tax dollars paid for that construction or property. It was all donations. In 2005 when the building was expanded— again it happened without the use of tax dollars or use of the fire fund. That’s an amazing accomplishment! It’s no wonder this exceptional group of women caught the Chamber’s eye. Congratulations to the Sirens and thanks for everything you do!! DF
