Subject: I would DEFINITATELY do a "first in/last out" line-up. The first ppw and full payment you have in hand gets to be the last out. Those who register latest are first in the line up. That seems VERY fair to me, and makes moms feel like they at least have SOME control over their dd's spot in line.
