Chinese Consul General in Los Angeles Rips U.S. Hostile Efforts
to Divide China

Nov. 25 (LPAC)--Ambassador Zhang Yun, China's Consul General in
Los Angeles, addressed the duplicity of U.S. government policies
toward China, and warned that such actions will result in harming
U.S. interests in the end. Speaking at the opening of the "Forum
on the US-China Relationship and the Peaceful Reunification of
China," where Lyndon LaRouche was a featured speaker, Ambassador
Zhang praised the efforts of Chinese everywhere to promote
Chinese reunification, and denounced current Taiwan President
Chen Shuibian's push for "independence." He then added:
"However, although, over the years, the U.S. government has
affirmed to uphold the three Joint Communiqués of the United
States of America and the People's Republic of China, it has
emboldened the secessionist forces of Taiwan Independence by
repeatedly going back on its own word and sending wrong signals
and messages to the secessionists. Historically, the U.S.
government has made wrong judgments and mistakes by allying with
wrong people and taking the wrong side. If the U.S. government
continues to impair China's national reunification by
persistently pursuing the so-called Ambiguous Strategy on the
Taiwan question, at the end of the day, what is harmed will be
its own interest. We sincerely hope the U.S. government will
learn a lesson from its own previous mistakes. Today's China is
no longer what it was. The Chinese people will never waver in
their dedication to safeguarding China's sovereignty and
territorial integrity, will never allow anyone to separate Taiwan
from the motherland in any name or by any means. No one should
underestimate the firm belief and determination of Chinese
government in solving the Taiwan question."
That the Bush Administration harbors ill-will towards China,
is understandable. But lately some Democrats, spewing forth
anti-China lies comparable to those of the Cheney Administration,
are helping to dig the hole that the Cheney Administration's
controllers demand that the U.S. should "sleep" in. Maybe Sen.
Chuck Schumer, and most emphatically Misleadership Pelosi, should
look in the mirror and ask: "Am I being played as a foolish tool
for the Cheney Administration?"
The evidence is clear: LaRouche PAC has documented the
perverse sexual relations among Lynne Cheney, her husband, and

The News Blackout of the U.S. Investigation of British Crimes in
the BAE/Saudi Case Has Been Broken by the New York Times

Nov. 25 (LPAC)--After a full year of a nearly total blackout in
the U.S. press, other than LaRouche's EIR and the LPAC website, a
report on the U.S. Department of Justice investigation of bribery
and political crimes by the Blair Administration and its Saudi
partners was splashed across three pages of the Sunday New York
Times Business section today. The article leaves out the most
explosive aspect of the crime--the use of the BAE slush fund to
finance al Qaeda and other terrorist operations around the world,
including links to the 9/11 attack in the U.S., which has been
documented by LPAC. However, the blackout is now broken, and much
new material in regard to the ongoing DOJ investigation is
included.
The article focuses on the expanding use of the Foreign
Corrupt Practices Act (FCPA), mentioning investigations of
numerous companies, including Halliburton for activities "during
and after Mr. Cheney's tenure at the company." But the target is
BAE and the Brits, naming Tony Blair as the central culprit, and
payoffs to Saudi Prince Bandar and Prince Turki. Blair's infamous
press conference in December 2006, announcing the cancellation of
the British Serious Fraud Office investigation into the BAE
scandal, because the "result would have been devastating for our
relationship with an important country," is quoted at length,
while quoting sources close to the U.S. DOJ reporting that the
investigation is now moving rapidly ahead.
The Times reports that the whistle-blower for the series of
articles in the London Guardian exposing the BAE scandal, one
Peter Gardiner, is now cooperating with the DOJ. He was a bagman,
delivering the bribes to Saudis and perhaps others. The Swiss
government has also decided to cooperate, providing documentation
of the dirty dealings.
But not the Brits, who continue to refuse to cooperate. The
DOJ, the report adds, began the investigation of the BAE in 2002,
when the permanent under secretary of the British Ministry of
Defense, Sir Kevin Tebbit, was called to Washington and
questioned on BAE bribes in the Czech Republic and Hungary, which
had undermined U.S. aerospace companies' bids on defense
contracts. Tebbit was ridiculed afterwards by those involved for
his "haughty disdain for the allegations of bribery involving
BAE." (mob)

New Report: Youthful Americans Have Stopped Reading

Nov. 25 (LPAC)--In the 1953 science fiction novel by Ray
Bradbury, "Fahrenheit 451," books have been banned by law; but
today, thanks to the Internet, video games and TV, such laws are
unnecessary: young Americans are giving up reading. On Nov. 19,
2007, the National Endowment for the Arts (NEA) issued a
comprehensive report, "To Read or Not To Read," giving results of
its study. Here are some of the highlights:
* Nearly half of 18- to 24-year-olds read NO books for
pleasure.
* 19 percent of 17-year-olds "Never or hardly ever read."
This has doubled since 1984.
* From 1997 to 2003, home Internet use "soared" 53 percent
among 18- to 24-year-olds.
* 58 percent of middle school and high school students "use
other media when reading" (i.e multi-tasking).
Accompanying these patterns is the fact that television-
viewing time among American youth is less than in other age
brackets--but it signifies no positive effect. The NEA writes,
"We may take heart that 15 to 24 year olds spend a lower
percentage of their leisure time, relative to other age groups,
on watching television. Yet, 15-24 year olds still spend less
than 3 percent of their leisure time reading."
The report also does a comparative evaluation of literacy,
for example, whether a person understands poetic metaphors.
"Declines were steepest among the highest educated group."
Literacy declined from high school, to college into graduate

Democratic Neocon Holbrooke Threatens New Balkans War

Nov. 25 (LPAC)--Former State Department official Richard
Holbrooke showed his neocon colors in a Washington Post op-ed
today on Kosovo and Bosnia, threatening to unleash a new round of
warfare in the Balkans. Reporting that the EU/U.S./Russia task
force on Kosovo had failed, Holbrooke writes that Kosovo will
therefore proclaim within a few weeks that "Kosovo is an
independent nation--a long overdue event." Russian President
Putin is to blame, writes Holbrooke, since, unlike Yeltsin, who
agreed to put Russian troops under NATO command, Putin "seeks to
reassert Russia's role as a regional hegemon."
Holbrooke denounces Russia for threatening to respond to a
declaration of Kosovo independence by supporting Serbs in Bosnia
who want independence, which, he says, is "strictly forbidden
under Dayton." Holbrooke, who negotiated the Dayton Agreement
ending the Bosnia war but leaving the region divided, praises
U.S. diplomats Frank Wisner and Nicholas Burns for "convincing
most of our European allies to recognize Kosovo rapidly" when
Kosovo declares independence, perhaps as early as next month. He
also says it is now "urgent to beef up the NATO presence before
this diplomatic trainwreck," which "Russia has exploited."
Psychopath Cheney couldn't have said it better. [mob]

Russian Far East Conference Discusses Sakhalin-Mainland
Connection

Nov. 25 (EIRNS)--First Vice-Governor Konstantin Stroganov of the
Sakhalin Region in Russia's Far East opened a Nov. 21 conference
on Sakhalin Island, which addressed the prospects for
construction of an infrastructure link between the island and the
Russian mainland. Held under the title, "Projects as the basis
for a Sakhalin break-through: from initiatives for survival, to
programs for development," the meeting was dubbed by Stroganov a
"brain-storming session" for the government officials, local
activists, scientists, and businessmen who took part.
Prof. Yuri Gromyko, director of the Institute for Advanced
Studies, keynoted the Sakhalin conference. He argued that the
future of Sakhalin is linked not only, and not primarily, with
the oil and gas industries that are currently the engine of the
island's economy, but rather with "demonstration of the necessity
of building a transcontinental bridge, which will connect
Sakhalin, [Japan's northern island] Hokkaido, and the mainland."
His remarks were quoted in a Regnum.ru dispatch about the
conference.
"If these plans are implemented in the context of bringing
in new technologies," Gromyko said, "it will become possible to
raise the quality and standard of living to the level of
countries in Western Europe." [RBD]

Svobodny Launch Site Chosen for Cosmodrome Vostochny

Nov. 25 (EIRNS)--Russian Space Agency chief Anatoli Perminov,
Amur Region Governor Nikolai Kolesov, and the new Presidential
Representative to the Far East Federal District Oleg Safonov each
stated earlier this month, that the decision has been taken to
build a new space launch site in Russia's Far East, utilizing
the facilities of the Svobodny military launch site that was
mothballed earlier this year. The adjacent military town of
Uglegorsk will also be preserved, along with at least some of its
skilled manpower. According to Perminov, the new center will be
called Cosmodrome Vostochny (meaning "Eastern"). While the
Plesetsk launch site in Russia's Far North will continue as a
military facility, Cosmodrome Vostochny is destined to function
side-by-side with the Baikonur Cosmodrome, currently leased by
Russia from Kazakstan, as a second civilian space launch center.
Moscow sources familiar with the project said that President
Vladimir Putin has already signed a decree on Cosmodrome
Vostochny. Perminov said Nov. 14, that the project will be
fleshed out during 2008. Kolesov, who has campaigned heavily for
the Svobodny site since taking office last June, was quoted in
the {Amurskaya Pravda} newspaper, as saying that 160 billion
rubles (about $6.5 billion) of federal funding will be allocated
for the cosmodrome.
Another active campaigner for the project, Development
Movement founder Yuri Krupnov, has begun pushing for Cosmodrome
Vostochny to serve as an anchor for a new development corridor in
the region, extending eastward to the cities of Khabarovsk and
Komsomolsk-on-Amur, and thence across a bridge or tunnel link to
Sakhalin Island and Hokkaido, Japan. This Eastern Development
Corridor was the subject of a lengthy article by Krupnov,
appearing Nov. 23 on the KM.ru website. Krupnov's earlier summary
of the Svobodny (Vostochny) Cosmodrome project, including the
Eastern Development Corridor, was presented to the September 2007
conference of the Schiller Institute in Kiedrich, Germany, and
was published in {EIR} of Sept. 28, 2007.
Governor Kolesov also advocates the Far East Space Cluster
concept for the repopulation and revitalization of the region.

NSC Report Shows the Failure of the U.S. War on Afghanistan

Nov. 25 (LPAC)--The National Security Council (NSC) compiled a
report this month on Afghanistan, evaluating the goals set out in
a late 2006 in-depth review, finding that none of the economic,
governance, and security goals have been met, despite "success"
in every military operation and an increased body-count of the
"bad guys." Sources close to the study told the Washington Post
that the NSC found that the military victories are transitory,
while the Taliban control expands every month. One former senior
commander in Afghanistan said that the military claims of success
are "a very tactical outlook in a game that is strategic." [mob]

AUSTRALIA

Bush/Cheney Ally Howard Dumped in Australian Election; LaRouche
Associates in CEC and LYM Get 28,000 Votes

Nov. 25 (EIRNS)--Australian Prime Minister John Howard, once
dubbed by George Bush as a "man of steel" for his support for the
Iraq war, has lost his government, and his own House of
Representatives seat, which he has held for over 30 years, in an
electoral rout when Australians voted for a rare change of
government on Nov. 24. Howard's neo-conservative coalition
government has been replaced by the Australian Labor Party (ALP)
and its New Labor leader, Kevin Rudd, an Al Gore friend, and a
raving green fascist.
At least five other prominent Coalition Ministers or Front
Bench members also lost their seats including Mal Brough, the
Cabinet Minister who spearheaded the Howard Government's recent
"intervention" into the Aboriginal communities to seize control
of precious mineral and other resources on behalf of Her
Majesty's Rio Tinto and BHP/Billiton.
Rudd's major campaign emphasis was on his (draconian) plans
to deal with "climate change", about which the Murdoch-run
Australian media has whipped up hysteria. Under Australia's
insane preferential voting system (designed to entrench the major
political parties), the pro-genocide Australian Greens Party
directed their 7.64% of preferences in the House of
Representatives to the ALP, thus ensuring an overwhelming
victory. Overall, there was a swing of 6% to the ALP.
With 9 out of 150 seats still undecided in the House of
Representatives, the ALP has won 83 seats, the Liberal Party 47,
National Party 9, and there are two Independents.
The outcome of voting for the Senate will take some days to
confirm, however it would appear that the ALP with the Greens
will hold the balance of power there, also overthrowing the
Liberal/National Coalition. This will give a 100% control to
Green Fascism across the nation, including control of each of the
seven State and Territory governments. It is extremely unusual
for one party to hold both the Federal government and all State
and Territory governments. Approximately 76% of Australians voted
in the election, around 10.5 million voters (rwb/nwi)

LaRouche's Associates in LYM and CEC the Only Voice of Reality in
Australian Elections

Nov. 25 (EIRNS)--The combined electoral slate of the LaRouche
Youth Movement and Citizens Electoral Council of Australia (CEC),
LaRouche's representatives in Australia, scored the 9th largest
vote total amongst 21 political groups contesting the federal
election, running 95 candidates across the country. For the first
time in history, every single Australian had an opportunity to
vote for LaRouche's solutions to the global financial crisis,
with CEC candidates running in every state and territory focusing
on Lyn's HBPA, the necessity to rebuild the physical economy
through great infrastructure development and nuclear power, and
the urgency of defeating the green fascist genocide being pushed
by the British Empire.
Whilst vote counting has not yet been finalized, the CEC
scored approximately 0.21% of the national vote, some 28,000
votes total.
The highest vote for the CEC came in a House of Reps
election in the Melbourne seat of Calwell, where full-time
CEC/ICLC organizer Sleiman Yohanna polled 2.34%. This seat has a
large migrant population with poor English skills, and
scrutineers reported that many informal (uncountable) votes were
in fact for Sleiman. In two of the largest polling booths,
Sleiman came in third behind Labor and Liberal. The Australian
LYM also organized heavily in this electorate in the final weeks
of the campaign, including taking its chorus to many of the
busiest polling booths on election day. Notable among the
hysterical responses to the LYM singing, were the reactions of
the Greens, who freaked out every time, accusing us of being
racists despite the fact that Sleiman is an Iraqi-Australian and
we had both Indian and Chinese supporters singing in the chorus
with us. The Greens have also just come out for Federal funding
of the mass-murderous "video game industry".
The CEC Senate slate in the Northern Territory got 1.82%,
with a high in the electorate of Lingiari, where we got 3.15% of
the Senate vote. That no doubt reflected our campaign against
Howard's brutal assault on the Aboriginal community there. Under
the guise of "protecting Aboriginal children from sexual abuse",
in this, the eighth most prospective mineral region in the entire
world (which provides 11% of the world's total supplies of mined
uranium, among other things), Howard sent the Army in to seize
most of the 53% of the Territory which is Aboriginal land.
All campaign volunteers reported significant rage coming
from the voting public, not at the CEC (except for the Greens),
but at politics in general with fear about their future security
the defining issue.
Actual ideas can never be reduced to a populist vote,
especially within our British Establishment-controlled
parliamentary system, however LaRouche's leadership and ideas
have reached almost every Australian thanks to the mass
circulation of over seven million copies of the New Citizen
newspaper in the last two years, and the rapidly increasing
expansion of outreach via the Internet, with over 130,000
individual visits to our CEC website in just the last month.
Now that the election is over, the CEC and LYM will turn up
the heat in our mobilization to have the Federal Government
implement an Australian version of Lyn's HBPA. Three hundred
thousand copies of a flyer complete with a petition for mass
endorsements by ordinary Australians and institutional leaders
alike, has been distributed to our national support base for
immediate circulation. Action is urgently required, given that
40% of all Australian homeowners are officially
"mortgage-stressed", and 800-1000 homeowners are being foreclosed
every week, with over 50% of family farms are expected to
disappear within less than 12 months.
This was the real issue of the election campaign, which
nobody but the CEC and LYM dared to mention.
