- GIULIANI WAS SET UP! -

If you wish, you could ask Senator Chuck Hagel; but, I do not
think he would wish to answer at this time.

If statistical analysis means anything, the build-up of former NY
Mayor Giuliani as a ``hot prospect'' for the man to beat Hillary
Clinton in the coming U.S. Presidential election, was a crafted
set-up, designed to clear the decks for the present New York
Mayor to emerge, as if ``miraculously,'' as Senator Hillary
Clinton's really intended Republican challenger.

All of the relevant Republican king-makers had known fully in
advance of the scandal which would bring Mafia creation Giuliani
down, using the case-in-preparation against Bernard Kerik to
spring the trap being set against Giuliani. To make Mayor
Michael Bloomberg a serious contender, Giuliani had to be brought
down, but only after ``Queen for a Day'' Giuliani's brief trip
to euphoria had cleared the deck for the operation which would
use Giuliani as the way to weaken other Republican contenders
sufficiently to make Giuliani's fall the opportunity for Mayor
Bloomberg to become (at least apparently so) a virtual shoo-in
for the Republican nomination.

Briefly, therefore: The Republican option for defeating Senator
Clinton, is to put a ``white horse'' in the position of the kind
of ``People's Choice'' which would be a politically saleable
product under the presently shattered reputations of both the
Republican Party, and a Pelosi-discredited Democratic pack.

To come close to accomplishing that sort of political coup d'etat
in the present U.S. Presidential race, Giuliani must be built up
to the degree that his sudden, disastrous fall into a political
``Black Sox'' scandal, would wreck the presently on-going
Republican campaign sufficiently to discredit both Giuliani and
all his leading current rivals for the Republican nomination.
That is exactly what has been done, as (obviously) pre-scripted.

The standard, expert method for bringing a dictator, such as
Mussolini or Hitler, to power by popular acceptance of a duped
electorate, is to stun that electorate with a shocking scandal
against the leading, existing party systems.

The implied plan behind this hanging Giuliani up high enough to
drop him, is: ``Suckers of the world unite, if you have actually
already lost your brains!''

- PREEMPTIVE STRIKE MEANS: IMPEACH CHENEY -
- AND STOP HOME FORECLOSURES, NOW -

{Here is the update from Jeff and the Motoki for the War-Room for
Nov. 10, 2007.}

JEFF: For those of you who weren't here during the week, when I
assume Gerry went through this, I just want to convey a comment
that Lyn made during one of the discussions earlier in the week,
that I think puts a very useful punctuation mark on the essential
point that Lyn develops in this new piece on the LaRouche
Republicans.
Lyn commented that he is running for the Presidency. And I
think that's really a very, very important concept for people to
have: Because, in a certain sense, from 1976 on, every time that
Lyn ran for President, whether it was the U.S. Labor Party
independent campaign in '76, or the Democratic campaigns from
1980 through 2004, he was always doing two things. He was always
running for President, but in a deeper sense, always running for
the Presidency. And while he was not elected President, in
virtually every instance, Lyn dramatically shaped the
circumstances under which the Presidency occurred, sometimes in a
negative sense, sometimes in a positive sense. So that, Lyn's
1976 campaign probably averted World War III, by both putting the
spotlight on the Trilateral Commission apparatus behind Carter,
and really catalyzing a patriotic opposition to the CFR 1980s
Project/Trilateral Commission agenda, that I think stunned us at
the time, especially those of us who directly intersected this
whole wave of reaction off that famous TV show, and that carried
right into the 1980 campaign, and where Lyn did effect the most
significant Presidential intervention since the death of
Roosevelt, which was Reagan's SDI policy.
And Lyn has discussed over the years, this idea, of how
increasingly he has become a part of the institution of the
Presidency. We obviously had similar things going on during the
Clinton period, where there was a direct fight within the
Presidency, between Gore on the one side, and Lyn on the other,
over the Russia policy of the United States. And we lost that
aspect of the fight, and probably to this day, it is one of the
biggest regrets that Bill Clinton has, in reflecting back on his
Presidency, that he went with Gore, or allowed Gore, through the
Chernomyrdin thing, to disrupt a potential opportunity for a
U.S.-Russia partnership back then that Lyn could have brokered
and made happen.
Obviously, in 1997 and 1998, the issue of the New Bretton
Woods was there, dramatically on the table, and again, Lyn was
campaigning around that idea for a year and half before Clinton's
famous CFR speech and various [moves to] create a new financial
architecture, which was really the driving issue that forced the
move to impeach Clinton and kill that opportunity.
So if you look at the history of the last 25-30 years, and
then think about this concept that "Lyn is running for the
Presidency," and he laid it out in this clearest and most direct
terms in this paper, that will appear as the lead item in this
upcoming EIR, I think it puts a certain, real sharp edge on our
strategic intervention at this point, and why it's not only
necessary, but totally appropriate and feasible that LPAC is the
kind of driver in this situation.
Now, there's a number of things that are going on that
clearly reflect the fact that we are moving very much to shape
the environment in which this Presidential election is happening:
You know, Lyn launches the attack against Pelosi, and does it in
a certain way that is intended to really add a polemical
edge--the cartoon, the animation that was posted on the website,
very much an intervention by Lyn to put this Pelosi issue in a
form that really grabs people. And you've got a situation where,
if there is an attack on Iran by the United States, the person
who will bear the greatest responsibility for that, will not be
Dick Cheney, but will be Nancy Pelosi. Because, Cheney is what
he is, and you're not going to change Cheney. Cheney's intention
to attack Iran, has been there from the beginning. People
probably noticed the article that I wrote about a week ago, which
reported on a speech given by Gen. Wesley Clark at a conference
that Michele, and I, and Bill Jones attended. And Clark
recounted a meeting he had in 1991 with Paul Wolfowitz, where
Wolfowitz laid out a whole bunch of countries that were going to
be overthrown militarily, and "pro-American" regimes to be
installed. And he said, "When I got to the Pentagon as a higher
ranking officer, as a four-star general in 2001, I saw a
Wolfowitz-Rumsfeld memo that was still peddling the {crap} from
1991, which was completely insane--even Bush Sr., and Scowcroft,
and Baker rejected it."
So, Cheney is Cheney. And he had the intention all along,
that before they leave office, they're going to bomb Iran. We're
in a position right now, to stop that from happening, through the
one weapon that will actually kill this whole option dead in its
tracks, and that's the impeachment of Cheney. So, you've got
this issue as the critical point of war-avoidance, and Kucinich
did a useful thing this week. He did this privileged motion on
the floor. It blew up in a way that was not necessarily
predictable, but reflects the fact that a lot more people in
Congress understand that this Cheney issue is an existential
question, even among Republicans. It was not merely
parliamentary trickery, to play "gotcha politics" with the
Democrats, that this thing happened.
And so, now you've got the Cheney issue before the House
Judiciary Committee, and John Conyers is probably one of the most
unhappy people in the world right now: This is not the situation
that he wanted to have thrown on his plate... but nevertheless,
that's where it is. So, we'll post this, with appropriate
comments on the website later this afternoon, but yesterday, as a
follow-on, Kucinich wrote a letter to Conyers, very brief. I'll
just read it, it's three paragraphs.

"Dear Chairman Conyers
"I am writing in support of H. Res. 799, the Articles of
Impeachment which were referred to the committee relative to the
Impeachment of the Vice President of the United States of
America.
"Recent reports indicate that the Vice President is
attempting to shape the National Intelligence Estimate on Iran to
conform to his misperceptions about the threat Iran actually
poses. Much like his deceptive efforts in the lead up to the Iraq
war, the Vice President appears to be manipulating intelligence
to conform to his beliefs.
"If the reports are true, they add additional weight to the
case for impeachment. I believe impeachment remains the only tool
Congress has to prevent a war in Iran. This information relates
directly to the Article III charges in the resolution. I urge
your timely consideration.
"Sincerely,
Dennis J. Kucinich"


So, this is going to add to John Conyers' discomfort at
being in a situation where he has to basically take a position,
one way or the other. And you've got elements in the Democratic
Party in Congress who agree with Lyn--both Democrats, in fact
{and} these LaRouche Republicans. We've talked to a number of
these people, and they absolutely agree that Cheney is driving us
to a war with Iran, and that the only way to stop it is to get
Cheney's impeachment going. You don't necessarily have to have
the full vote in the House, and the trial in the Senate. Get the
impeachment process going, and this guy is pinned down: He's
powerless to push even an idiot like Bush to go ahead.
Now, we've been obviously on this case all along, and you've
got a pendulum swing right now among a lot of people in Congress,
who thought that with the departure of Rumsfeld and Feith and
others, that basically the war threat was off the table. And for
months and months we were hearing this garbage from a lot of
people who were basically, frankly, just frightened and really
knew better. Now the situation is shifted and people in
Congress, have been told by leading U.S. military officials, that
the capability for hitting Iran is now fully in place, and could
be done on the basis of a phone call from the President, without
going to Congress, and it would probably happen in the dark of
the night, and Congress would wake up to a briefing at the
Pentagon the next morning: You have the Eighth Air Force, which
is assigned to the Strategic Command as part of this global
strike doctrine, which has the capability, and has now updated
their target plans to be able to attack a number of the key
nuclear-related sites inside Iran. And from what we've been told
in the last few days, the way you would see something like this
happen, is that you would have a limited attack against nuclear
facilities inside Iran, through these long-distance bombers and
things like that. And then there would be a pause, waiting to
see whether the Iranians would respond with some sort of
asymmetric attack--at which point, everything is geared for a
full-scale war that would blow up the entire Middle East region,
and probably the whole world.
So that is the situation, as of this moment. It doesn't
require any further planning. It doesn't require any
consultation with Congress. And members of Congress met with
senior military people in the last week, two weeks, and asked,
"What would it look like? What are the means by which we can stop
it?" and the response they got, echoing what we've been saying
all along, is that pre-emptive impeachment is the only way to go
The White House has to know, that if they do this, they will
be impeached the next morning. And Lyn's comment on that was,
"That's true, but you've got to take it one step further. You've
got to push through what this Kucinich thing is, and actually do
pre-emptive impeachment."
So you see, that that is an issue that has been our issue,
all along. People have been with us, and then have wavered. But
this is what the Pelosi question is all about. And there's a lot
of people inside the Democratic Party who are {ecstatic} that
we've had the guts to actually go after Pelosi in this way.
And we're now also dealing with the Giuliani question,
through a similar preemptive method: You'll see even a
follow-up, there's a documentary film done, based on Wayne
Barrett's book on Rudy, that goes through even more graphic
detail. So, Giuliani wants to be the "godfather of his country."
So, anyway, we're in a unique position to bring down the
Giuliani candidacy, again preemptively, by going with this stuff.
Now, why is it, nobody's gone with this? It's not as if this
book was bought up by the KGB and you can't find copies at the
library. There's three copies between Loudoun and Fairfax
County, you can find it! It's exactly the idea, the we do things
because we are committed to winning the Presidency! Everybody
else has some other kind of lesser agendas, or confusion.
We're also moving in a situation, where Lyn's basic
assessment on the HBPA campaign is that it's going in the right
direction: because every new development on the financial front,
further drives home the point that this is not a "subprime
mortgage crisis." It's a crisis of the whole system, it's a
crisis of the banks. And so, you had a brief period where the
line was being was put out that the subprime mortgage crisis had
sort of played out. Then suddenly, you get in a situation, where
Citibank and all of the other major U.S. banks, plus a similar
picture with the European banks -- undoubtedly the Japanese banks
as well -- are all going down the tubes. Rubin was forced to
take this job as acting chairman of Citibank, because nobody else
had the political clout to save the bank, and basically, what he
was told, in a sense, is "saving Citibank is synonymous with
saving the global financial system." If Citibank -- the largest
bank in the United States, probably at this point, the largest
bank in the world -- goes down the tubes, by honestly admitting
what their actual losses are, then the game's over! The whole
system is blown!
So, people are running scared, and running away from the
idea that we're going to have to have a serious discussion about
a new global financial architecture. So, in the meantime, the
only option available is the HBPA: Because it {does} create a
firewall, it does both avoid the foreclosures, and avoid the
blowout of what Lyn referred to earlier today as "the regular
banks." We'll define the term as to what it means, but people
will understand, we're not talking about Cayman Islands hedge
funds, or even investment banks like Bear Stearns. We're talking
about the banks whose activity is vital to the functioning of the
economy and the turnaround of the economic collapse.
So, we're going to have further coverage on this. But the
basic point is, that everything is moving forward, towards
forcing the issue of the HBPA, in the Congress. And I think that,
to a very large extent, pretty much every local around the
country, has gotten a handle on the most effective kind of
flanking operations to run, to move this whole process forward.
And we'll be escalating over the course of this week, but we've
had a number of these breakthroughs in city councils around the
country-- Ponoma, California; Jackson, Mississippi, Gary,
Indiana, boy! Newcastle, Pennsylvania, boy! So, this thing is
moving forward, and we know that, behind the scenes on Capitol
Hill, this is the number one topic of discussion.
There's some people attempting to assert a piece of the
picture, by proposing--I think the Center for American Progress
has a proposal, a brilliant idea: Freeze on mortgages, and some
kind of rental assessment as a way of making the payments in the
interim, so that there's some flow of funds into the banks. But!
It sets aside the much bigger issue, which is now clearly on the
table, which is the survival of the banking system.
Now, look the other final point I want to make before the
War-Room gives their report, is just this: That in a number of
discussions during this past week, Lyn again really emphasized
the critical role of the youth. That what we demonstrated as a
principle with the New Politics of the November 2006 election,
has got to be the driver for the intervention into 2008: You've
got to energize the youth, the 18 to 30, 35 year olds, to be
playing the leading role in driving where the country goes,
through this 2008 election and beyond. And that's where we're
about to set a very important precedent this next week, with the
completion of a pamphlet that's being exclusively written by the
LYM, that will be an intervention into this whole Facebook,
MySpace, video game culture, which if you could imagine is far
more pervasive and far more destructive than the drug-rock-sex
counterculture was for the Boomer generation. You know, we would
never have recruited the organization in the first place, if we
didn't go after the whole counterculture/counterrevolution issue.
And so, this is the same issue for today, that's an even more
advanced form of the disease.
So, this is going to be an {extremely} powerful
intervention, to drive and energize a whole youth intervention
into shaping the 2008 elections, the way we did it in 2006.
Look, we score two very important, local, but strategic victories
in the past week, with the local elections in Virginia and in New
Jersey, both. The Virginia case, people know very well, the
Ground Zero race, here in Loudoun County. And I think the
critical thing is the psychological role that we played in
breaking a certain climate of fear, by both putting the HPBA
issue out in front--which is the real thing that has people
scared--and then also, taking off the gloves on this Nazi
Ahlemann, and using Nazi parallels to describe what this guy
represented. Because one of the key margins of victory for
Sheriff Simpson, in an election that otherwise was largely tilted
in the direction of the Democrats, was that the Hispanic vote,
which had been terrified, turned out in much greater numbers--and
there's no question that we broke the climate of fear--and made
that happen.
A similar thing in New Jersey. We didn't cover it, in any
great depth in the briefing or on the website: But the ADL, {in
its own name} came out massively against the fact that here you
had this local elected official, Gordon Johnson, who not only was
an endorser of the HPBA, but had contributed directly to LPAC, so
that's out there in the public record, through the FEC record.
And he was targetted to be {smashed} as an object lesson to any
other elected official who might {dare} to work with us! And the
issue on the table was the HBPA, it was not anything else. It
was the fact that the traction that we're developing around the
country on this issue, freaked the hell out of the people who own
the ADL, on Wall Street and in the City of London: And they got
clobbered in that fight! Johnson himself thought he was going
down, and yet, he won by the same margins he had won in all
previous elections.
So this is a very, very significant psychological defeat for
the people who also deploy Chip Berlet, Dennis King, et al.
So, that's what I wanted to say.

- BREAKING THROUGH WITH THE MYSPACE, FACEBOOK FLANK -

LYM: Hello, my name's Motoki [ph], I'm in the War-Room
right now, and I'll be there for another couple months. And I
have a brief report for the War-Room, and Jeff went through this,
described very clearly what's happening as a big picture. So, I
elected to go through some of the local things, and I'm going to
start off with this phenomenon, this sluggishness for some weeks,
and in some cases some months, in terms of the HBPA mobilization,
for various reasons. And the key I think for this week, at
least, I think is the California breakthrough, in the form of the
Pomona City Council and others in the Bay Area.
But with Lyn's initiative of this Pelosi flank, this mask on
the website, that actually created certain freakouts amongst even
our youth members. And we got some claims, some were just "take
that down, it doesn't seem to be effective" and so forth, and
there were different manifestations. And we brought that up to
Lyn, and he said, "this is exactly what I mean by psychosexual
impotence. And it does exist among youth, also. You have to
really clarify the point." And as Lyn always does, he smokes out
the problem and comes up with this creative solution: This thing
kind of shook up the members also, as well as the general
population on campuses in particular. And caused a quite visible
polarization in terms of where they are politically, or even on a
daily basis, as to what they do, and how they're reacting to the
reality.
I'm going to go through a few points: L.A., they are all out
deploying on campuses, where we often have certain difficulties
organizing, for example UCLA, University of Southern California;
Bay Area, of course, Stanford. But as you know, Palo Alto, which
is of Stanford, is where we got the HBPA signer. They've been
putting this Pelosi flank, also in relation to the impeachment
drive, promoted by Kucinich--I guess he's a useful man for
now--we're putting this to the fore. And there are various
responses, because you can now see what people have in mind about
the reality.
For example, one councilman who has not signed--a little
tricky--but this guy Simonson in the Bay Area, from Antioch, and
Jason Ross and others, had a meeting and he was excited. He was
part of the intelligence community, and so he's used to getting
intelligence reports, and various sources, and one of them was
the EIR. When he found that out, he told Jason he felt like
Diogenes, looking for an "honest man," and they had a great
discussion. He said that he thought Lyn was right about the
banking crisis, and that his policies to solve that in the '70s.
And they had discussions about rail, freight, infrastructure that
are being dismantled, and so he's quite excited. He's now
distributing copies of the HBPA to his colleagues, staff members,
other council members. The catch was that he's not willing to
directly endorse the HBPA, but he wants a resolution... without
Lyn's name! He thought that would be politically not a smart
move, I guess. But we're going to have another meeting with next
week, and he may change his mind... we can organize his
environment probably, to corner him.
But things of this type are breaking out. And on the
Facebook flank--Nick Walsh, he and others are in charge of
coordinating and pulling everything together by tonight, the
blueprint.
We've taken this to campuses, but we had to have
discussions, because of the certain hesitations and uncertainty
in terms of the reactions, the fear--well, "psychosexual
impotence." But this coordinating it, pushed the locals, "just
try it, throw it out there, and get the reactions." Several
reports are useful, but one that I thought was interesting was
the Seattle report: At the Community College, when they stopped
the students, one girl was very nervous. She admitted that she's
been playing video games and also she's involved in these social
networking sites. And she admitted it and was very nervous by
the fact of what the organizers were pointing out these things.
But she wanted to come to our meeting to figure out what we were
talking about in terms of the mind control, and mass psychology.
And Lyn said, this is the movement, the mass fascist movement,
and it's coordinated. And this what we are telling people.
Another contact we talked to on the same campus, and she was
also very nervous and afraid to come to our meeting alone. So,
Francesca was joking around, and saying, "Bring over your friends
on MySpace or Facebook, and bring your laptop with you!" A lot of
people are very nervous for a lot of reasons, but the point we
have to make right now, is this is coordinated: All these
problems are sitting on this foundation of free trade; without
it, these things wouldn't be functional. And this social
networking is creating this kind of nervousness in more and more
socially inadequate people, especially from the younger
generations. Because they no longer have to be physically
interacting with the people, don't have to see people face to
face, don't have to see anything, just sit in front of the
computer and throw out whatever pops out of their mind. And of
course, some of them are turning into anti-social characters.
So, we're going to hit this flank hard with this new pamphlet.
The youth and the people in the locals seem to be breaking from
this kind of uncertainty, and they are now having fun with this
flank. And as Lyn always says, we have to be aggressive with
these creative ironies.
That's basically what I have for today.

SONORA CONFERENCE: THE PLINHO'S GOOD, BUT NAWAPA, NOW THAT'S

and Congressmen from two states, 4 or 5 mayors, state officials,
the president of Mexico's largest farmers federation, labor,
farmers, etc. The Governor of Sonora arrived at the end to close
the conference, promising to ensure the PLHINO is built, by THIS
