Subject: This is true, as he is listed as a judge back in 2008 when Raeanna competed for the first time. I'm suprised the WI board did not catch this if it is indeed a Miss America rule. Considering the circumstances with Raeanna competing to become Miss WI again, you would have thought they would have gone above and beyond making sure everything was legit.
