This wouldn't be for the first time, as Federal troops occupied the south in the years 1866 - 1877. If the Federal Government wanted to use the US Army to quell civil riots in the US, they would have to get around the law of Posse Comitatus (q.v.) which was passed in the 1880's to prevent the use of the army in place of the police in the US.
