Subject: Adding Ruffles

I have a question about adding ruffles. Alot of the casual and themed wear outfits have extra ruffles added to the bottom of the pants. Is there a pattern for that, Or do you just cut some material a couple inches wide and put it on there. Can I just take a normal pants pattern and add ruffles to the bottom?
Also, does anyone have any tips on making it look ruffly, do you like kinda fold it over (almost like pleating it) while sewing?
I am trying to decide if I am confident enough in my sewing skills to make dd's outfits for upcoming pageant. She needs Casual wear and Valentine's wear
