Guessing that your dress is made of superstrech. I use those plastic sheets like for sewing with yarn (Quick Count plastic canvas) Cut them the width you are wanting for your loops. Them sew "sleeves" for them using superstrech. Just make as many as you need for you bow then sew the ends together to make circles. Pinch the circles in half to form the bow. This sounds a little confusing if you need any more help please e-mail me.
