That was risky for the coach in a situation where he is spanking a older kid over his knee for the reason that you point out. Even in our schools, that might have been a risk for that coach if the principal or parents found out. At home, when my brothers and I were young and in trouble, it was expected that our Mom or Dad would pull our jeans and underpants down at the same time to spank us. Especially if they were really angry. That was one thing about PE and sports paddlings that was different than regular school paddlings. We were paddled in whatever we were wearing or not wearing at the time we got in trouble. So that could be fully dressed in our regular clothes, which was unusual in PE, or in our underpants, or a jockstrap only or nude if we were going into or coming out of the showers. There were a few times when a coach might require a kid to drop his gym shorts and paddle him bare but if the kid was wearing a jock, it didn't need to come down too. The first bare butt paddling that I got in PE was in junior high for not being in the full required uniform and I was sent to the locker room to be paddled. Our coaches never paddled bare butt in the gym or other public place. But there were paddlings over gym shorts in the gym or on the outside fields during practice or PE but that was not where most PE paddlings happened.
