I just had a call from a friend in Utah and her daughter is very small and she said try and search the web for build your own prom dress or create your own wedding dress. She said it is very easy, but it will take six to eight weeks. She also said to look around for the best price.
Her daughter is 4'11 1/2 and 90lb's (16 yrs)
