 Needless to say, I disagree and think that some dimension of choice is essential and present, whether or not an explicit safeword is in effect.

Suppose in one of these punishment spankings that everyone here is advocating for your advisee, Ms. Confused, the recipient has a medical emergency? Clearly the spanking is going to stop and everyone is going to deal with the medical emergency. This goes without saying.

Well, I think, and all the PTSD literature confirms it, that there can be psychological emergencies also. A safeword provides a nice way to deal with them. Ignoring one is not wise and doing a sort of macho thing and pretending that for a "naughty adult girl" there cannot be such a thing is just inappropriate. This forum is generally a place where reality rules. I stick by my view that some kind of escape procedure is essential. The absence of such a procedure for most spankings of real children is why I so strongly advise against the non-consenting spanking of real children.
