I think that the oldest would generally be spanked more and harder.
First off, the younger children see their big brother or older sister getting spanked and should learn a lesson from observation.
Second, parents tire as they age and I suspect become more tolerant of minor mus-behaviors.
When a group of us got in trouble years ago, I was the oldest and had to disrobe first and be spanked first. Besides the mus-behavior, I was spanked also for being older and should have known better. Perhaps my perspective is biased but I am sure that after my heiney was sore and red, the younger kids got off with just enough swats to bring them to tears, all the while I recall bawling uncontrollably.
