I absolutely agree witht Jocelyn, that the domino theory was Eienhowers's most significant policy dudring his presidency. But although SEATO didnt get passed because it needed a unanimus vote, it wasn't totally a failure. His idea of SEATO was strong in my opinion. It was a shame that it was not passed. Weather it was passed or not though it was his most significant policy, I would agree with that.
