In the UK around that time (I started school in 1958) virtually all principals spanked pupils when they were naughty, as did most of the teachers. Spanking isn't known as the "English vice" for nothing.
It was banned in UK state schools in 1985 but had fallen out of favour before then and was banned in privately funded schools in 1993.
Spanking is not illegal in homes in the UK but parents who cause bruising or leave red marks on their children would be prosecuted for criminal assault.
I am fairly sure that the only spanking that goes on now is between consenting adults. There are still plenty of young adults who never experienced any form of physical punishment at school, who nevertheless enjoy acting out the scenario of the naughty schoolboy or schoolgirl who is getting spanked for their misdeeds.
Which leads me to think that our enjoyment of spanking is not actually rooted in any external experiences but is simply "hard wired into our Psyche at birth.
