Northwest Victoria is expected to be the first region to switch-off analogue television under a timetable expected for release by the Government next week. This follows the submission of a report from the Digital Switchover Taskforce and the expected passing of legislation this week that will enable switch-over to occur. The approach is expected to be modeled on the current switch-off methodology used in Britain.

Northwest Victoria’s take-up rate of digital television and size of the market is expected to push the area, centered around Mildura, to the top of the list. The region’s high take-up rate has been due to the access of Channel Ten through digital transmission only. The size will assist in ensuring that consumer response can be monitored easily and potential issues can be ironed out, making it easier to switch-off in larger markets.

Switch-off could start in the second half of 2010 and will be completed by December 2013, a date already set by Communications Minister Stephen Conroy but he still holds the ability to delay switch-off by 6 months if difficulties arise.

The lobby group representing the commercial broadcasters, Free TV Australia, have seen the plan and believe while challenging, the switch-off is manageable.
