Given the 15 before or on the first day of August language my quick guess is it creates a window for some older 8th graders who will be too old under VHSL rules to compete as high school seniors.

Those kids in 8th grade who are 15 on or before August 1 would be 19 (on or before August 1) of their senior year. Under VHSL rules can't be eligible if you turn 19 on or before August 1 of that competition year (Rule 28-5-1).

Sounds like a kid who falls under this rule would have 4 years of vhsl eligibilty: 8th, 9th, 10th, and 11th grade
