There was also a security concern. The British had held Ft. Niagra until 1779? And canada was just across the lake. the construction of locks at Lewiston, NY was far more difficult than Locks 67-71 totalling 60' at Lockport and lock 72 in North Tonawanda from the Tonawanda Creek west into the Niagara River.
