La conferencia del pasado miercoles 17 de Junio de 2009 fue impartida por el Capitan de Altura Gustavo Gpomez Rangel. Él nos visito para compartirnos acerca de las atribuciones que tienen las Capitanias de Puerto, asi como sus funciones en todos los puertos de la República Mexicana, pero en especial en la que se encuentra ubicada en el puerto de Manzanillo.
Entre las funciones detacan:
A).- ABANDERAR Y MATRICULAR LAS EMBARCACIONES, ASI COMO REALIZAR LA INSCRIPCIÓN DE ACTOS EN EL REGISTRO PÚBLICO MARÍTIMO NACIONAL, EN LOS TÉRMINOS QUE SEÑALA LA LEY.
B).- OTORGAR PERMISOS PARA LA PRESTACIÓN DE SERVICIOS DE TRANSPORTE MARÍTIMO DE PASAJEROS DE TURISMO NAÚTICO DENTRO DE LAS AGUAS DE SU JURISDICCIÓN.
C).- VIGILAR QUE LA NAVEGACIÓN, ATRAQUE, PERMANENCIA DE EMBARCACIONES Y LOS SERVICIOS DE PILOTAJE Y REMOLQUE EN LOS PUERTOS, SE REALICEN EN CONDICIONES DE SEGURIDAD, ECONOMÍA Y EFICIENCIA.
D).-SUPERVISAR QUE LAS VIAS NAVEGABLES REUNAN LAS CONDICIONES DE SEGURIDAD, PROFUNDIDAD Y SEÑALAMIENTO MARÍTIMO.
E).- INSPECCIONAR Y VERIFICAR QUE LAS EMBARCACIONES CUMPLAN CON LAS NORMAS OFICIALES MEXICANAS Y LA DE LOS TRATADOS INTERNACIONALES SOBRE SEGURIDAD PARA LA NAVEGACIÓN Y DE LA VIDA HUMANA EN EL MAR, ASÍ COMO DE LA PREVENCIÓN DE LA CONTAMINACIÓN MARÍTIMA POR EMBARCACIONES.
F).- CERTIFICAR LAS SINGLADURAS Y EXPEDIR LAS LIBRETAS DE MAR E IDENTIDAD MARÍTIMA DEL PERSONAL EMBARCADO DE LA MARINA MERCANTE MEXICANA.
G).-ORDENAR LAS MANIOBRAS QUE SE REQUIEREN DE LAS EMBARCACIONES CUANDO SE AFECTE LA EFICIENCIA DEL PUERTO.
H).-COORDINAR LAS LABORES DE AUXILIO Y SALVAMENTO EN CASO DE ACCIDENTES O INCIDENTES DE EMBARCACIONES.
I).-DIRIGIR EL CUERPO DE VIGILANCIA, SEGURIDAD Y AUXILIO PARA LA NAVEGACIÓN INTERIOR.
J).-REALIZAR LAS INVESTIGACIONES Y ACTUACIONES DE LOS ACCIDENTES E INCIDENTES MARÍTIMOS PORTUARIOS, TANTO FLUVIALES COMO LACUSTRES Y ACTUAR COMO AUXILIAR DEL MINISTERIO PÚBLICO.
K).-IMPONER LAS SANCIONES EN LOS TÉRMINOS QUE LA NORMATIVIDAD LE CONFIERE.

Esta platica se efectuo en un periodo de 20 minutos aproximadamente para despues continuar con una breve sesion de preguntas y respuestas.
