I didn't have such problems with the older two, but my youngest who is 9 I do. Her older sister who is 12 doesn't always wipe and sometimes has stained panties, but little sister is a handful. The oldest I don't think I ever spanked, the middle one I've had to spank on occasion but it seems like the youngest is always over my knees.

I go through hell trying to get her to bathe and she always has stains in her underwear. One day she came home from school wearing white leggings and a stain was visible right through her pants. I find her dirty panties hidden under her bed. The girl just doesn't wipe. I don't want to make a major production out of it so I gently encourage her to take better care of herself which seems to fall on deaf ears.

Not specifically for dirtying her panties, but when spanking her a couple of times I used soapsticks as part of her spanking. The other day after giving her a good spanking for other misbehavior I decided it was time to give her an enema.
