It's best to sign up with the phone app first, then you can go to Telegram Web and login with your phone number and password.

Then email me your Mobile number and I'll locate you, add you to my Telegram Contacts, then to the chat group.

For those worried about adding your phone number, it's just used so others (who you know, or want to give your number to) can find you on there. You can go to settings and hide it from everyone once you sign up.
