no, copyright and intellectual property rights are still protected by law. Just because its on the internet doesn't make it free to use, free to view yes. To use in any manner you need some kind of permission, written or verbal. Most photographers I know will give this permission if asked, expecting nothing in return except credit for their work. All photo, video and forum sites to name a few have a policy that you as a user agrees to at the point they create an account regarding copyrighted material usage. VoyForums has one.
Photos and video are no different than music, you obtain it legally and have no problem. Obtain it otherwise, and you could be asking for trouble.

And the photo man has more than a few pics on this site, that have not been authorized for use.
