Okay, I'm not saying this is how ranks should go, but I'm thinking something like this:
President
Council of #

for government. The council would have reps from different areas, like a technician, a fighter, etc. And in training, I'm thinking that the trainee would start out as something, as he/she advances, he/she gets higher in rank. There wouldn't be only a limited number of, say, "Ultimate Rogue" and they wouldn't order anyone around, but it would earn them respect, and they could possibly get the more dangerous missions. How does that sound?
*Moves to one side too much, gets blinded by the floodlight, and falls twitching to the ground, screaming, "Turn the dang lights on!"*
