Now, is it wrong? It's a tricky question because the next movement involves taking hands. So, in some ways, they are just setting up the next movement. Depending on how blatant it was would determine how much "ding" I would give it. There are some tough things. LIke in the 8H jig, in swing into line, there is nothing that specifies that the dancers take hands in line but people do in practice. Same with Trip to the Cottage and the gent sidestepping to the circle. In the end, I am a fairly strict stickler to the rules and mark down embellishments. Last year when I judged, (grr and have to re-take) I had one group do 3Tunes. On Roly Poly, the girls not only turned their heads but their entire bodies all the way to the right. I noted this on my comments and had the panel actually agree with me about too much embellishment in that.
So, that's my long-winded answer to your question.
