Sorry for the late reply to your questions but I don't visit these boards very often. The question about brown outs - Yes that problem has been addressed. New controls have been installed that allow the operator to much more closely monitor and control the generation. The system is much more efficient more stable and more user friendly and parts are available off the shelf so replacements can be found easily.
As to windmills, the average wind speed is a bit low here and the peaks are very high. This with the inherent problems with smaller scale wind generation (mainly choppy, hard to regulate output and high maintenance costs) makes wind generation impracticable for Metlakatla.
