This is true. I had a Dell Inspiron 3700 with the same problem, and the system could be reset in exactly the same way. After some searching, I found the EEPROM on the bottom of the motherboard, and followed one of the traces back to a small bubble. Under the DIMM A sticky plastic cover was another pad, I just shorted it to the closest one. No problems after that and after the magic Fn-X.
