In the electrical room, look to the right of the zombie/body- you'll see a well hidden 'hole'- the entrance to a tunnel that should take you up and around to a broken bridge- you'll have to use the ledges to get to the other side, then mantle up onto the far side of the bridge- this gets you to the second level. If you need more detailed info- check out the walkthrough's in the Oracle- they are more specific. Good Luck!
BTW- you should probably re-load and hang onto those moss arrows- this is one of the few levels where you actually can't live w/out them!
