1. I think it depends on the parents an their relationships and on the kids' relationship with the other parents. Rat's parents and Chris' dad have permission to spank me but have never needed to exercise it. However if I were in their care / control and I earned a spanking I would accept their authority and their spanking because I trust them and I like them. I have been spanked at school.
Caleb has been spanked by Rat's Dad and he will come on and talk about it. My Dad has spanked Rat, Chris and Benji. Mom has spanked Rat, Benji and Turtle. All was done with the full permission of the respective parents.
So, it all seems to be about the degree of relationship and friendship between the parents and the degree of the relationship between the kid and the spanker. I am also sure cultural and regional norms and mores play a role.
The rest of the herd: Benji's mom - doesn't spank but if she did she would have permission over Caleb, Mark and I and Turtle; Turtle's parents - has permission over Benji and, if Caleb, Mark or I were there and an issue came up a phone call to Mom or Dad would be all that was needed for us to have a sore bottom; Colby's parents - no permissions exists but it is because our families do not know each other. Mark W. is a different sort of case. His own parents do not have authority to spank him but mine do as does Rat's Dad.
As far as others on here, you know about Marcus and Max and Gage and Suri and the twins. They hopefully will tell you more. Mark the Athlete and Drew, Jake and Sean all have mutual permissions among their parents and I believe it has been exercised. I know Mark says all of their dads are good friends. Alex, Samantha and Jordan have talked about spankings from aunts and uncles. Bradley and Cooper's fathers have mutual permissions too. Again, hopefully you can get information from these others. Not sure what role regional norms play in all of that. My herd is in Middle Tennessee. Marcus and Max and company are in Southern Illinois. Alex, Samantha and Jordan are in the New York City Metro area. Bradley and Cooper are in the Ozark Region of SW Missouri and Mark and his herd are not allowed to give their location. Most of the kids I mentioned are located in more conservative and "religious" regions of the USA but that is not an exclusive fact as Alex, Samantha and Jordan live in the liberal NorthEast.
2. As far as differences among parents: Dad is more talkative and calmer. However he usually spanks harder and longer but Mom has given him a run for his money a few times. Dad's aftercare is gentle and very involved. Mom's aftercare is, well, usually not really there. Dad always spanks on the bare butt. Mom wants us in underwear, thin shorts or pj's. We are older mature males and she does not wish to view our "personal property." Given a choice, I would take a spanking from Dad over Mom anytime. Sure Dad's is probably going to hurt more but his aftercare is wonderful and I really love the closeness with him.
If we were female, Dad would not touch us. It is just his thing. Mom would be the exclusive spanker if we were girls. His Dad was like that. Grandad never spanked Aunt Darla, my grandmother did it.
As far as if we only lived with one parent, hard to say. I guess whoever had us would do it. Before Turtle's mom married, his Grandfather spanked him but now his step-dad does it. Benji's mom doesn't spank and Uncle Frank rarely did it either. When Benji lived with us, Dad or Mom would spank him. When he moved out with just his mom, Grandad would do the honors while he was still alive. Now that Grandad has passed, Benji is delivered to my Dad for spanking. Aunt Darla has no problem with Benji being spanked she just can't bring herself to do it. Chris' parents are divorced. His mom and step dad do not have custody but when he visits, they do not spank him. Chris' dad has custody and he does spank. So, it really seems to vary.
Lucy, this is an excellent discussion topic and I hope you get lots of responses.
I will chase Caleb on here in a minute to give his thoughts. Mark is sleeping and so is Turtle (he is here tonight.) We have a huge group coming tomorrow for a "male bonding session" (sleepover) and so I will try to get you some more answers.
